Decree No. (217) of 2014

on the organisation of work in military attaché offices

The Minister of Defence

Upon review of:

  • The Constitutional Declaration of the February 17 Revolution and the amendments thereof;

Based on the powers set forth in the following laws:

  • Law No. (40) of 1974 on service in the Libyan army;
  • Law No. (11) of 2012 on adopting certain provisions on leadership levels in the Libyan army;
  • Minister of Defence Decree No. (463) of 2013 on forming a committee to draft a vision for military attaché offices abroad;
  • The recommendations of the committee formed by the aforementioned decree;

has decreed:

Article (1)

The military attaché office abroad shall work under the supervision of the diplomatic delegation in the host country.

Article (2)

The main positions of the Libyan military attaché office abroad shall be distributed at their maximum in accordance with the organisational structure proposed by the committee and may not be exceeded under any circumstances. The positions shall be as follows:

  1. The military attaché.
  2. The deputy military attaché.

Article (3)

The number of employees in military attaché offices abroad and military liaison offices in the countries in which the number of employees exceeds the stipulated number shall be decreased in accordance with the organisational structure by the committee formed by virtue of Minister of Defence Decree No. (463) of 2013.

Article (5)

The Department of Foreign Affairs shall be responsible for preparing a proposal of the persons included in concluding their delegation to work abroad in accordance with specific, regulated standards.

Article (6)

This decree shall enter into force from its date of issuance.
