Decree of 1971 on tallying and determining the vital objectives and general form of the Popular Resistance forces in the Republic

Decree of the Commander in Chief of the Armed Forces in 91 AH / 71 AD

On Tallying and Determining Vital Objectives and

General Form of the Popular Resistance Forces in the Republic

 

The Commander in Chief of the Armed Forces,

 

·  Upon review of Constitutional Declaration No. (1) issued on 2 Shawwal  1389 AH, corresponding to 11 December 1969 AD;

·  The Revolutionary Command Council Decree issued on 16 Rajab 1390 AH, corresponding to 16 September 1970 AD, on the formation of the Popular Resistance;

·  The Revolutionary Command Council Decree issued on 16 Rajab 1390 AH, corresponding to 16 September 1970 AD, on appointment of the leader of the Popular Resistance;

·  The Revolutionary Command Council Decree issued on 21/8/1391 AH, corresponding to 11/10/1971 AD on the Popular Resistance System; and

·  The Commander in Chief of the Armed Forces Decree issued on 23/8/1391 AH, corresponding to 13/10/1971 AD, on the formation and competencies of the leaders of the Popular Resistance,

 

 

has decreed the following:

Article (1)

The vital objectives in the Republic shall be divided as follows:-

1-   Vital objectives at the state level, which shall be defended by units of the armed forces.

2-   Vital objectives at the governorate level, which shall be secured by elements of Popular Resistance against acts of sabotage and infiltration by enemy personnel or agents.

3-   Non-vital objectives, for which the personal guard shall be relied on to protect against theft and vandalism.

 

Article (2)

Each ministry shall tally and determine its vital objectives within each governorate and state their priority in accordance with the importance of the state’s strategic objective, and a statement thereof shall be sent to the Popular Resistance Command.

 

Article (3)

The Popular Resistance shall collate the statements of determination of the vital objectives of the state received from the ministries and record them in lists setting out the vital objectives in each governorate separately. The said statements shall be sent to the Resistance Councils in the governorates to be guided by the opinion of the Resistance Council in the governorate in determining the priority of these objectives.

Article (4)

1. Upon tallying the vital objectives in the state and stating the opinion of each of the ministries concerned and the governorates with respect to the priorities of these objectives, a conference shall be convened under the chairmanship of the Commander of the Popular Resistance and shall be attended by the governors and deputies of the ministries concerned as well as the Director of the Operations Directorate to determine the priorities of the vital objectives in the state in their final form in accordance with the following method:

a. Objectives of strategic importance in the state, which shall be secured by the armed forces.

b. Second-priority objectives, which shall be secured by the Popular Resistance.

c. Third-priority objectives, which shall be secured by the elements of the police.

d. Fourth-priority objectives, which shall be secured by the personal guard with local capabilities.

2. The outcomes and recommendations of the conference shall be submitted to the National Defense Council for approval. The Popular Resistance Command shall publish and distribute the outcomes and recommendations to the competent bodies for implementation.

Article (5)

1. Upon determination of the vital objectives of each governorate by a decree of the National Defense Council, the governorate shall lay down a plan to secure each vital objective identified for it by the military advisor to the governorate.

2. The plan shall be approved by the Popular Resistance Council in the governorate and the Director of Security in relation to objectives whose protection is assigned to members of the police force. A copy of the plan to secure each vital objective and prepare volunteers to implement the plan shall be sent to the Popular Resistance Command.

 

Article (6)

Upon approval of the plans to secure the vital objectives set out for the governorate, the Popular Resistance Council in the governorate shall organize volunteers in the Popular Resistance to secure the vital objectives in the governorate into smaller units (platoons and squads). A platoon shall consist of 32 volunteers and shall be made up of a platoon command that shall have a platoon commander, platoon sergeant, three squad each of which shall be commended by a squad commander and nine volunteers. The personnel of the platoon shall be armed as follows:

1-   Platoon commanders and squad commanders shall be armed with a pistol.

2-   Platoon sergeant shall be armed with a rifle.

3-   Seven volunteers in each squad shall be armed with a rifle.

4-   One volunteer in each squad shall be armed with a machine gun.

5-   One volunteer in each squad shall be armed with a pistol (to serve as a reserve to the machine gunner in the squad).

Article (7)

The Ministry of Interior (Civil Defense Department) shall lay down a civil defense plan for the industrial utilities and facilities in the Republic. In light of this plan, the necessary number of workers at the industrial utilities and facilities shall be trained.

Article (8)

The civil defense volunteers at the industrial utilities and facilities in the Republic shall be organized into the following teams:

1-   Rescue team.

2-   Fire-fighting team.

3-   Ambulance team.

The numbers of civil defense teams shall be determined in accordance with the local capabilities of each facility.

Article (9)

Members of the Popular Resistance may be assigned to carry out the following national services:

1-   Construction and repair of roads and bridges.

2-   Repair of electricity networks.

3-   Repair of water networks.

4-   Rescue works at the national level.

5-   Any other works required by public interest.

The ministries and technical departments shall make the necessary contribution to train volunteers of the national service units by sending specialized trainers to train these units in accordance with the instructions issued by the Popular Resistance Commander in this regard.

Article (10)

All ministries and government departments, each within its jurisdiction, shall issue the decrees necessary for implementation.

 

 

Article (11)

This Decree shall enter into force as of the issuance date thereof and shall be published in the Official Gazette.
