The General National Congress

Upon review of:

  • The Constitutional Declaration issued on 03/08/2013 and the amendments thereof;
  • The internal regulation of the General National Congress;
  • The deliberations of the General National Congress held on 09/06/2013;

issued the following resolution:

Article (1)

A state of official mourning shall be declared for three days in the State of Libya, starting from today, 09/06/2013.

Article (2)

The resignation of the Chief of the General Staff of the Libyan Army, Major General Yousef Ahmed Mohamed al-Mangoush is accepted. Adjutant Major General Salem Gnaidy shall assume the duties of the chief of staff until a new chief of staff is appointed.

Article (3)

The Prime Minister shall take practical measures to end the effective presence of all illegal armed brigades and formations in Libya, including the use of military force.

Article (4)

The Prime Minister shall submit a plan within two weeks to the General National Congress that contains a specific, clear schedule for the incorporation of all armed formations who have been granted legal status in the Libyan Army and National Security as individuals and with a military number, provided that the schedule for execution of the plan does not last beyond the end of the current year, 2013.

Article (5)

The Prosecutor General shall delegate a judge to investigate the incidents that occurred in Benghazi on Saturday, 08/06/2013 and refer those accused in the incidents to justice.

Article (6)

The Chief of Staff and the Ministry of Defence shall place its officers under investigation for violation of instructions and military regulations.

Article (7)

This decree shall enter into force from its date of issuance, and all persons concerned shall implement it. It shall be published in the Official Gazette.
