The Interim National Transitional Council:

Upon review of:

  • The Victory Statement of the 17 February Revolution issued on 22 February 2011;
  • The Constitutional Declaration issued on 3 August 2011, and the amendments thereof;
  • The internal executive regulation of the Interim National Transitional Council;
  • The Civil Code;
  • The Code of Civil and Commercial Procedure;
  • The Penal Code, and the supplementary laws thereto;
  • Law No. (19) of 1989 on approving the benefits of personnel killed in military operations, missing persons and prisoners;
  • Law No. (6) of 2006 on the Justice System, and its amendments;
  • Law No. (4) of 2010 on reconciliation and arbitration;
  • The statements issued by the Interim National Transitional Council on general freedoms and human rights;
  • Law No. (17) of 2012 on establishing rules of national reconciliation and justice;

issued the following law:

Article (1)

The text of Article (4) of the aforementioned Law No. (17) of 2012 shall be amended to the following text:

A national body called the “Fact-Finding and Reconciliation Commission” (FFRC) shall be established that reports to the Interim National Transitional Council (NTC). The FFRC shall have its headquarters in Tripoli and shall possess independent legal personality and financial liability, with a branch in the jurisdiction of every court of appeal.

Article (2)

The text of Article (5) of the aforementioned Law No. (17) of 2012 shall be amended to the following text:

The FFRC shall have a board of directors composed of a chairman and six members to be appointed by an NTC resolution. The Board of Directors shall be considered the supreme authority of the FFRC and shall handle its affairs in its relations with third parties and before the judiciary. The board may make use of any civil society institutions it deems necessary.

Article (3)

This law shall enter into force from its date of issuance, and any contrary provision shall be repealed. Each party shall implement it with their mandate, and the transitional government and local council shall be notified thereof. It shall be publish in the media.
