The General National Congress

Upon review of:

  • The Interim Constitutional Declaration issued on 3 August 2011, and the amendments thereof;
  • Law No. (11) of 2012 on approving certain provisions pertaining to the powers of command levels in the Libyan Army;
  • General National Congress Resolution No. (9) of 2012 on appointing the Prime Minister and mandating him to form the interim government;
  • General National Congress Resolution No. (62) of 2013 on approving the amendment of the General National Congress’ rules of procedure;
  • General National Congress Resolution No. (70) of 2013 on the promotion of an officer and his appointment as Chief of Staff of the Libyan Army;
  • General National Congress Resolution No. (73) of 2013 on assigning certain competences to the President of the General National Congress;
  • Letter No. (1) P.C. dated 18 July 2013 of the President of the General National Congress entrusting the Libya Revolutionaries Operations Room with the protection of the entrances and exits of Tripoli and its surrounding regions;

has decided:

Article (1)

The Libya Revolutionaries Operations Room (LROR) shall be established as a force controlled by the Commander-in-Chief of the Libyan Army. The LROR shall maintain security in all Libyan regions in accordance with its given assignments, in coordination with the Ministries of Defence and Interior and the Chief of Staff of the Libyan Army.

Article (2)

The LROR shall be financed by approving the budget proposed by the LROR Letter No. LROL-1-27 of 5 August 2013, referred for approval to the President of the General National Congress (GNC) by the Prime Minister by virtue of Letter No. PMO-391 dated 7 August 2013. Such budget shall be disbursed in accordance with the procedures and legislation in force. The Minister of Finance shall appoint a comptroller to monitor the disbursement. In any case, the budgets proposed for the LROR shall be approved by the Commander-in-Chief of the Libyan Army.

Article (3)

The provisions of this resolution shall enter into force from its date of issuance. It shall be implemented by all the concerned entities.
