on establishing a crisis management committee in the General National Congress

The General National Congress

Upon review of:

  • The Interim Constitutional Declaration issued on 3 August 2011, and the amendments thereof;
  • General National Congress Resolution No. (62) of 2013 on approving the amendment of the General National Congress’ rules of procedure;
  • The conclusions of the General National Congress in its 123rd ordinary session held on 2 September 2013;

issued the following resolution :

Article (1)

A crisis management committee shall be established in the General National Congress (GNC). Such committee shall be composed of thirteen members appointed by a decision issued by the GNC president based on the agreement of the GNC electoral districts’ members in this regard.

Article (2)

The committee stated in the foregoing article shall follow up on and address security and legal breaches in oil fields and ports and in all land, air, and sea ports. It shall seize the water and all other vitals utilities in the State to secure and restore the same to their previous normal condition so as to ensure their stability in the future.

Article (3)

The committee shall be entitled to apply all possible solutions to maintain security and reinforce the dignity of the State and the rule of law. In this regard, it shall have the right to take all necessary measures, means, and decisions and resort to any person as it deems necessary to this end.

Article (4)

Within seven days from the issuance of this resolution, the committee shall submit to the GNC a detailed report containing its work results, suggestions, and demands in addition to any impediments to the performance of its duties.

Article (5)

The interim government and all official and non-official entities as well as the citizens of the country shall provide the committee established hereby with all material and logistic requirements, aid, and support.

Article (6)

The provisions of this resolution shall enter into force from its date of issuance. Any contrary provision shall be repealed. This resolution shall be implemented by all the concerned entities, each within their mandate.
