Upon review of:

  • The interim Constitutional Declaration issued on 3 August 2011 and the amendments thereof;
  • General National Congress Resolution No. (62) of 2013 on adopting the amendment of the rules of procedure of the General National Congress;
  • Law No. (10) of 1992 on police;
  • Law No. (10) of 2010 on customs;
  • Former General People’s Committee Resolution No. (149) of 2006 on the municipal guard;
  • General National Congress Resolution No. (73) of 2013 on granting the President of the Congress certain powers;

has decreed:

Article (1)

All members of police and security services, regardless of their ranks, grades or leadership positions must be disciplined in performing the tasks given to them, must commit to be continually and actually present in the locations where they are assigned and they must sign in and out. Their superiors shall abide by these same provisions, each within his own scope of work.

Article (2)

Ministers in the interim government, each within his scope of work, shall monitor the work of police and security services working under their supervision and provide the President of the General National Congress with data on the overall number of members in any body affiliated with their ministries. They must also notify us periodically of the actual number of workers in their ministries, and of the actual number of temporary and new workers.

Article (3)

All ministers and people responsible for members affiliated with their ministries must take all necessary legal measures against all those who show negligence in performing their tasks and who do not perform the jobs assigned to them. They must also monitor subordinates, conduct periodic and spot inspection and control operations on them and implement measures such as salary deduction, suspension or dismissal against all those who show negligence in performing their work and who do not perform the jobs and duties assigned to them amid these difficult circumstances.

Article (4)

This resolution shall enter into effect from its date of issuance, the bodies concerned shall implement it, each within their mandate, and it shall be published in the Official Gazette.
