Decree No. (13) of 2014 on counter-measures against actions by Libyan students and employees residing abroad that undermine national security

Upon review of:

  • The interim Constitutional Declaration issued on 3 August 2011 and amendments thereto;
  • The by-laws of the General National Congress;
  • The General Penal Code;
  • General National Congress Decree No. (4) of 2014 announcing a state of general alarm and mobilization;
  • Security reports on manifestations of opposition to the Libyan state;

Article (1)

Educational scholarships shall be suspended for students sent abroad for study who led or participated in activities opposed to the 17 February revolution in the countries in which they are resident. The ministries and bodies to which they are affiliated shall transfer lists of their names to the prosecutor-general to commence investigations thereof.

Article (2)

Salaries and remunerations shall be suspended for employees of the Libyan state abroad who led or participated in activities opposed to the 17 February Revolution, and lists of their names must be submitted to the competent bodies.

Article (3)

Libyan embassies abroad shall conduct investigations into acts of civil disturbance performed by the individuals referred to in the preceding two Articles. The ambassador or representative thereof shall transfer prompt reports and investigation results to the competent bodies and embassy security bodies shall promptly transfer the lists to the competent bodies.

Article (4)

This Decree shall enter into force from the date of its issue, and shall be implemented by all concerned parties.
