tasking the Ministry of Defence and the Ministry of Interior

with protecting the headquarters of the National Transitional Council
and the Prime Minister’s Office

The Prime Minister,

Upon review of:

  • The Constitutional Declaration and amendments thereto;
  • Law No. (38) of 1974 AD on using the armed forces to maintain domestic security;
  • Law No. (10) of 1992 AD on security and the police;
  • Law No. (11) of 2012 AD approving certain provisions on the powers of levels of leadership in the Libyan Army;
  • National Transitional Council Decree No. (184) of 2011 AD on approving the transitional government;
  • Cabinet Decree No. (16) of 2011 AD forming the Ministerial Council for National Security;
  • Cabinet Decree No. (21) of 2012 AD authorising the Ministerial Council for National Security to perform certain competencies;
  • For reasons of public interest;

has decreed:

Article (1)

The Ministry of Defence and the Ministry of Interior, under the leadership of the Chief of the General Staff of the Libyan Army, shall be tasked with protecting the premises of the National Transitional Council and the Prime Minister’s Office from any assault. They may adopt all legal procedures and means necessary to maintain security, including the use of force if necessary.

Article (2)

This Decree shall enter into force on the date of its issue and shall be implemented by the competent bodies.
