on forming a committee and defining its functions

The Cabinet,

Upon review of:

  • The Constitutional Declaration;
  • The statement on the Declaration of the Establishment of the Interim National Transitional Council;
  • The rules of procedure of the National Transitional Council;
  • The Law of the Financial System of the State, and the budget, accounts, and stores regulations and amendments thereto;
  • Law No. (2) of 2001 AD on organizing political and consular work, and the implementing regulations thereof;
  • Law No. (12) of 2010 AD on issuing the Labour Relations Law and the implementing regulations thereof;
  • National Transitional Council Decree No. (184) of 2011 AD on approving the transitional government;
  • Based on the submission of the Minister of Foreign Affairs and International Cooperation in Memorandum No. (1) dated 01/12/2011 AD;
  • The decrees of the Cabinet in its third ordinary meeting of 2011 AD;

has decreed:

Article (1)

A committee for international cooperation and coordination shall be formed of the following:

  1. First Deputy Prime Minister, Chairman
  2. Minister of Finance, Member
  3. Minister of Culture and Civil Society, Member
  4. Governor of the Central Bank of Libya, Member
  5. Chairman of the board of directors of the Libyan Investment Authority, Member
  6. General Manager of Libyan Foreign Bank, Member
  7. Maha Ammar Othman, for the Ministry of Foreign Affairs and International Cooperation, Member

Article (2)

Through coordination between the ministries and various bodies in Libya, the United Nations, and the international community, the committee formed under the preceding Article shall adopt the procedures and arrangements necessary for the following:

  1. Monitor Libyan balances and assets abroad for release thereof.
  2. Coordinate with the United Nations on arrangements for upcoming elections and the support of civil society organisations and identify the mechanisms of its work and the systems for political party work.
  3. Speak with the embassies that assist the Libyan side with the necessary proposals to address the legal and technical obstacles to ensure the flow and return of frozen funds to the competent Libyan bodies.

Article (3)

The committee may seek the assistance of any local and international experts it deems necessary to complete its duties and shall submit periodic reports thereon.

Article (4)

This Decree shall enter into force on the date of its issue and shall be implemented by the concerned bodies. This Decree shall be published in the Official Gazette.
