Law No. (22) of 2013

on authorising the Prime Minister to disburse additional budget allocations

from the general reserve account

The General National Congress,

Upon review of:

• The Constitutional Declaration issued on 3 August 2011 and amendments thereto;
• The rules of procedure of the General National Congress;
• The Law of the Financial System of the State, and the budget, accounts, and stores regulations;
• Law No. (127) allocating certain resources to the general reserve;
• Law No. (15) of 1986 on the public debt to the public treasury;
• Law No. (13) of 2000 on planning;
• Law No. (7) of 2013 approving the general budget for 2013;
• The decisions of the General National Congress in its ordinary meeting No. 126 of 15 December 2013;

issued the following Law:

Article (1)

The Cabinet shall be authorised to disburse the amount of two hundred eight million, two hundred thirteen thousand Libyan dinars (208,213,000 LYD) from the general reserve to the Ministry of Defence, section (1), to cover the value of ministry contracts for 8,370 individuals.

Article (2)

The disbursal shall be made to the bank accounts of each individual from the above mentioned number, after verification of their national ID number.

Article (3)

After disbursing the required amounts, the Ministry of Defence shall submit a detailed statement to the General National Congress with the contracts, bank accounts, disbursal method, and amount disbursed for each individual.

Article (4)

This Law shall enter into force on the date of its issue, and shall be published in the Official Gazette.
