on authorising non-Arab attorneys to practice before Libyan courts

The Minister of Justice

Upon review of:

  • The Constitutional Declaration;
  • Law No. (6) of 2006 on the judiciary;
  • Law No. (4) of 1981 on establishing the Public Attorney Department;
  • The request submitted by Silvana Arbia, Registrar of the International Criminal Court;
  • The statute of the Bar Association;

has decided:

Article (1)

The attorney at law Andreas Oshea shall be authorised to attend the investigation sessions of the accused and plead before competent Libyan courts in his capacity as the lawyer of:

  1. Melinda Taylor 2. Philip Assaf 3. Alexander Kidakov 4. Mastian Darta

With the participation of the Public Attorney Department (PAD) member, Attorney Abdul Sami’ al-Taher Mustafa al-Kamel.

Article (2)

This decision shall enter into force from its date of issuance, and shall expire with the final ruling on the aforementioned action.
