Resolution No. (12) of 2014

on establishing a committee to draft an amendment proposal of the Constitutional Declaration and a general election law proposal

The General National Congress

Upon review of:

  • The interim Constitutional Declaration issued on 3 August 2011, and the amendments thereof;
  • The rules of procedure of the General National Congress;
  • The conclusions of the 166th ordinary session of the General National Congress held on Tuesday 11 Rabi’ al-Thani 1435 AH corresponding to 11 February 2014;

issued the following resolution :

Article (1)

A committee shall be formed of fifteen members, six of whom shall be General National Congress (GNC) members and nine non-GNC members as prescribed by Article (2) of this resolution.

Article (2)

The committee shall be formed of the following members:

  1. Monsif Mohammed Hawail
  2. Abdessalam Ibrahim Safrani
  3. Mahmoud Salam al-Gheryani
  4. Mohammed Abdullah Toumi
  5. Ahmed Mohammed Langhi
  6. Saleh Younis Naji
  7. Issam Yousef al-Mawi
  8. Al-Kouni Ali Abbouda
  9. Mahmoud Miftah Jarbou’

10. Mohammed al-Hashimi al-Harari

11. Abdul Wahab Mohammed Bseikri

12. Ahmed Mahmoud al-Qasir

13. Mansour Milad Younis

14. Azza Kamel al-Maghour

15. Ahmed Younis Fannush

Article (3)

During its first meeting, the committee shall select a chairman, deputy chairman, and rapporteur by consensus or secret ballot.

Article (4)

The committee shall draft an amendment proposal of the Constitutional Declaration and a general election law proposal to implement the transitional period set forth by Article (30), Paragraph (11) and Paragraph (12), Clause (b) of the Constitutional Declaration.

Article (5)

The committee shall initiate its work on 15 February 2014. It shall complete the proposal of the constitutional amendment and election law mentioned in the previous article within fifteen (15) days from its first session.

Article (6)

The committee shall communicate with the Libyan components of special cultural and linguistic character (Amazigh, Tubu, Tuareg) in order to perform its assigned duties in a satisfactory and acceptable manner, achieving as much consensus as possible on the rights and demands of such components.

Article (7)

For the performance of its assigned duties, the committee may resort to any person it deems necessary and obtain any necessary support.

Article (8)

The provisions of this resolution shall enter into force from its date of issuance. The present resolution shall be published in the Official Gazette and the available media outlets. It shall be notified to all committee members and it shall be implemented by all the concerned entities, each within its mandate.
