Decree No. (146) of 2016
on forming a force to protect and secure the Cabinet headquarters

Upon review of:
- The Constitutional Declaration issued on 3 August 2011;
- The Libyan Political Agreement signed on 17 December 2015;
- Law No. (10) of 1992 on security and police;
- Law No. (12) of 2010 on labour relations;
- Cabinet Decree No. (145) of 2012 on adopting the organisational structure and powers of the Ministry of Interior and the organisation of its administrative unit and the amendments thereof;
- Presidency Council Decree No. (4) of 2016 on the formation of the Government of National Accord;
- Presidency Council Decree No. (12) of 2016 on granting authorisation of functions;
- Presidency Council Decree No. (13) of 2016 on establishing a committee and determining its functions;
- Minister of Interior Decree No. (982) of 2012 on adopting the internal organisation of the Ministry of Interior;
- The requirements of the public interest;
has decreed:
Article (1)
A force called the “Force to Protect and Secure the Cabinet Headquarters” shall be formed by virtue of the provisions of this decree.
Article (2)
The Force to Protect and Secure the Cabinet Headquarters shall be assigned a head from among police officers. He shall be appointed by virtue of a decree issued by the Minister of Interior.
Article (3)
The Force formed by virtue of the provisions of Article (1) of this decree shall be responsible for protecting, securing, and guarding the administrative headquarters of the Cabinet. It shall take all necessary security and other measures to protect, secure, and guard the same as well as its subordinate facilities in accordance with the organising laws, regulations, and orders therefor.
Article (4)
This decree shall enter into force from its date of issuance and the competent authorities shall implement it.
