of the Ministry of Agriculture and Animal and Marine Resources
and organising its administrative unit

The Cabinet,

Upon review of:

  • The Constitutional Declaration;
  • The Law of the Financial System of the State, and the budget, accounts, and stores regulations and amendments thereto;
  • Law No. (27) of 1968 AD on the protection of plants and the implementing regulations thereof;
  • Law No. (123) of 1970 AD on the disposal of state-owned agricultural and reclaimed land, and the implementing regulations thereof;
  • Law No. (5) of 1982 AD on protecting pastures and forests and amendments thereto;
  • Law No. (1) of 1983 AD on agricultural inspection;
  • Law No. (14) of 1989 AD on regulating the use of marine resources;
  • Law No. (15) of 1989 AD on protecting animals and trees and the implementing regulations thereof;

has decreed:

Article (1)

The organisational structure and competencies of the Ministry of Agriculture and Animal and Marine Resources shall be approved and its administrative apparatus organized in accordance with this Decree.

Article (2)

The Ministry of Agriculture and Animal and Marine Resources shall exercise responsibility for implementing the policies and plans and establishing the programs necessary to implement the legislation in force in the fields of agriculture and animal and marine resources, in accordance with the scientific method that ensures the achievement of society’s goals, and monitor the implementation thereof to reach the objectives and results required. In doing such, it may undertake the following in particular:

  1. Establish general policies in the fields of agriculture and animal and marine resources to develop, improve and protect these resources.
  2. Establish the plans and programs required to increase agricultural production and animal and marine resources to ensure abundant production in quantity and quality and to protect local breeds.
  3. Perform agricultural and veterinary quarantine activities and perform epidemiological monitoring surveys of animal, plant and fish diseases.
  4. Conduct studies and research on the development of agricultural, animal and marine production and benefit from the application of the results of such research by publishing, circulating and applying it in different guidance aids and hold or participate in local and international symposiums and conferences related thereto.
  5. Work to activate the role of the private sector and encourage the establishment of small- and medium-sized enterprises in agricultural, animal, and marine activities though various funding institutions, in coordination with the Ministry of Economy on the issues that require such.
  6. Prepare the reports, data, information and statistics on agricultural, animal and marine activities and water resources and study and analyse such.
  7. Prepare programs to spread awareness of the importance of natural agricultural, animal and marine resources with the aim of protecting them, guiding the use thereof and contributing to establishing the policies necessary to achieve such.
  8. Grant the authorisations necessary to import and export animals, birds, pesticides, vaccines and veterinary medicines in coordination with the competent bodies.
  9. Study methods for providing agricultural and land reclamation infrastructure and raising efficiency and implementation capabilities through the optimal economic use of reclaimed lands and animal and water resources, monitor the implementation of development plan projects and assess such to achieve the State’s goals in this area.
  10. Develop investment policies for reclaimed lands with the goal of distributing population density centred in the cities as well as general policy on agricultural cooperation.
  11. Work to encourage, produce, collect, improve and propagate seeds, with the aim of preserving them and spreading the use thereof.
  12. Establish the policies required to develop and protect agricultural land, pastures, forests, reserves, water, and fish resources in coordination with the related bodies and monitor the implementation thereof.
  13. Encourage investment in agricultural, animal and marine fields and propose the programs required for such, in coordination with the competent bodies.
  14. Implement legislation related to agriculture and animal and marine resources and propose the amendment and improvement thereof to ensure they keep pace with economic and environmental changes and protect agricultural lands and animal and marine [resources].
  15. Establish guidance and informational plans and programs and hold awareness-raising campaigns and training courses to increase the efficiency of Ministry employees.
  16. Establish the plans and programs required to control desert locusts and agricultural pests, propose the measures required to confront them and monitor the implementation thereof.
  17. Monitor international cooperation agreements and reports in agricultural fields with fellow Arab countries and friendly countries and regional and international organisations and bodies and establish positive relations of cooperation with them in coordination with the competent bodies.
  18. Establish the plans required to raise and improve bees and monitor the implementation thereof.
  19. Monitor the changes occuring in natural resources and undertake the necessary measures to protect and develop them.

Article (3)

The Ministry of Agriculture and Animal and Marine Resources shall have an administrative unit headed by the deputy minister and two assistant deputy ministers performing the tasks assigned thereto under the legislation in force and working under the direct supervision of the Minister of Agriculture and Animal and Marine Resources.

Article (4)

Under the administrative structure, the Ministry shall have administrative components affiliated thereto in areas to be established and organised and whose competencies shall be set out under a decree from the minister, not to conflict with the provisions of this Decree.

Article (5)

The following bodies shall be affiliated to the Ministry of Agriculture and Animal and Marine Resources:

  1. The Agricultural Bank
  2. General Authority for Marine Resources
  3. Grain Production Authority
  4. Authority for the Development of the Fezzan Agricultural Area
  5. Authority for the Development of the the Kufra and Sarir Area
  6. Authority for the Development of the Jabal al-Akhdar Area
  7. Man-made River Investment Agency (plain of Benghazi)
  8. Man-made River Investment Agency (central regions)
  9. Man-made River Investment Agency (Jafara/Jabal Hasouna)
  10. Agricultural Police Unit
  11. Centre for Agricultural and Animal Research
  12. Centre for Marine Life Research
  13. Centre for Information and Documentation
  14. National Centre for Agricultural Protection and Quarantine
  15. National Centre for Animal Health
  16. National Centre to Control Desert Locusts
  17. National Committee to Combat Desertification
  18. Committee for the Assessment and Approval of Seed Varieties
  19. Committee for the Registration of Veterinary Medicines and Pharmaceuticals
  20. Committee for the Registration of Agricultural Pesticides

Article (6)

The organisational structure of the Ministry of Agriculture and Animal and Marine Resources shall consist of the following main divisions:

  1. Planning and Monitoring Department
  2. Administrative and Financial Affairs Department
  3. Pastures and Forests Department
  4. Agricultural Development Department
  5. Animal Production Department
  6. Horticulture Department
  7. Agricultural, Animal and marine Investment Department
  8. Agricultural Lands Protection Department
  9. Human Resources Development Department
  10. Agricultural and Marine Cooperation, Guidance and Information Department
  11. Office of the Minister
  12. Legal Affairs Office
  13. International Cooperation Office
  14. Internal Audit Office
  15. Advisory Office
  16. Deputy Minister’s Office

Article (7)

The Planning and Monitoring Department shall hold competence to perform the following:

  1. Prepare proposed development plans and programs related to the Ministry in coordination with the bodies affiliated thereto, determine the value of the cash payments required and monitor the implementation thereof, state the extent to which they achieve the targets and examine the most significant problems and obstacles that hinder reaching such targets.
  2. Prepare financial authorisation requests related to the transformation budget in coordination with the bodies affiliated to the Ministry and review their data for transfer to the competent bodies.
  3. Monitor disbursals from the Ministry’s general budget, collect and analyse data related to the implementation thereof, and prepare numeric reports thereon annually.
  4. Determine the Ministry’s production and service targets in coordination with the relevant bodies, monitor attainment of targets and conduct numeric comparisons with regard thereto.
  5. Coordinate and participate with the Department of Human Resources Development at the Ministry in elaborating the Ministry’s annual training plan, determine the financial needs thereof and prepare periodic reports on the progress of the Ministry’s training program.
  6. Participate with the Agricultural, Animal and Marine Use Department at the Ministry in determining, assessing and studying proposed use for projects and set the standards thereof.
  7. Prepare periodic reports on the transformation budget and technical reports related to the Ministry’s activities and review them with the bodies concerned with the implementation thereof in accordance with the plan in place, conduct field visits to monitor the progress of current projects, confirm completed works and analyse project production and financial data and information.
  8. Determine the Ministry’s production and service targets in coordination with the bodies affiliated to the Ministry, monitor attainment of targets and conduct quantitative comparisons with regard thereto.
  9. Monitor the implementation of decrees issued by the minister and the meeting minutes of bodies affiliated to the Ministry.
  10. Study the technical reports of bodies affiliated to the Ministry, including reports received and the Ministry’s work in the regions, summarise the results thereof and make any submissions required thereon.
  11. Prepare reports on work flow at the Ministry and prepare answers for the Accounting Office.
  12. Participate in monitoring compliance with the performance of technical requirements of projects implemented by the Ministry.

Article (8)

The Administrative and Financial Affairs Department shall hold competence to perform the following:

  1. Undertake the necessary measures to establish the procedures and controls related to employee affairs and undertaking their professional affairs, and prepare procedures on appointment, promotion, delegation, secondment, leaves and other employee matters, in accordance with the laws and regulations in force in this regard.
  2. Perform activities related to record keeping and organisation to ensure registration, circulation, preservation, and easy reference to files, documents, and correspondence, supervise printing, reproduction, and copying activities and introduce computerisation into these areas.
  3. Prepare the Ministry’s draft operating budget, monitor disbursals thereform, and initiate the financial procedures for its implementation in accordance with the legislation in force.
  4. Provide for the needs of the Ministry’s administrative unit and supply storage of the types required within the limits of the approved allocations.
  5. Implement legislation and regulations related providing services to employees and the administrative units affiliated thereto or subject to its oversight.
  6. Circulate legislation, circulars, and fliers related to organisational divisions and other bodies affiliated to the Ministry, as the case may be.
  7. Preserve and maintain the Ministry Office’s movable and immovable assets, provide devices and equipment and conduct the requied periodic maintenance.
  8. Perform customs clearance activities for equipment, instruments and tools imported by the Ministry for the performance of its work.
  9. Provide the required services to the Ministry and employees thereof.
  10. Organise the Ministry’s movement and transportation affairs.
  11. Perform annual inventories.
  12. Prepare reports on expenses (the operating budget) and close the Ministry’s annual budgets.
  13. Prepare staffing for the Ministry and the bodies affiliated thereto and review current staffing to ensure consistency with the legislation in force.
  14. Collect any Ministry revenue and deposit it in its bank accounts, in coordination with the competent departments.
  15. Monitor the arrival and departure of Ministry employees.
  16. Prepare salaries and payments for Ministry employees in accordance with attendance sheets, introduce computerisation to complete activities related thereto and complete disbursal procedures in accordance with the legislation and regulations in force in this regard.
  17. Perform procurement and storage activities, keep the necessary records and file the documentation related thereto in accordance with the legislation in force.
  18. Keep records and documentation on the contracts and obligations to which the Ministry is a party.
  19. Undertake the measures required to document and insure the Ministry’s assets and property, in coordination with the related bodies.
  20. Undertake the measures required with regard to maintaining the security and safety of Ministry headquarters.
  21. Implement the budget and keep the required records and books, prepare accounting entries therein, and undertake all procedures necessary for the various disbursal operations, within the limits of the allocations set in the approved budget.
  22. Prepare documentation for the disbursal of monies due to various bodies, including workers’ social security contributions, health insurance, loan, advance, and other instalments, and work to pay them by the set date.
  23. Identify worn out items or those no longer needed and initiate procedures to dispose of them in accordance with the set rules.
  24. Prepare periodic reports on work flow.

Article (9)

The Pastures and Forests Department shall hold competence to perform the following:

  1. Implement policies and plans and establish the programs required to develop natural pastures, forests, nature reserves and parks.
  2. Prepare studies related to determining pastoral and absorptive capacity of grazing lands and work to establish scientific methods for the utilisation thereof.
  3. Supervise afforestation activities and determine target areas in coordination with the related bodies.
  4. Work to develop, equip and supply pastoral and forestry nurseries.
  5. Participate in developing executive plans and programs to fight desertification, prevent soil erosion and limit erosive factors.
  6. Determine the forest sites targeted for development and monitor programs related to their enhancement.
  7. Transfer modern technology in the field of pasture, forest and nature reserve management, in coordination with the related bodies.
  8. Attend to water harvesting programs in pastoral areas to utilise rainwater for drinking and irrigation.
  9. Implement, manage and operate water points in pastoral areas and work to provide the requirements thereof.
  10. Implement programs to collect seeds for local plants, pastoral bushes and forest trees and work to propagate them and protect the varieties from extinction, in coordination with the related bodies.
  11. Exchange information and expertise with scientific bodies and institutions in the area of pastures, reserves and parks and participate in scientific symposiums and conferences in Libya and abroad.
  12. Monitor changes in pastures and natural forests due to climate change and undertake the necessary measures with regard thereto.
  13. Utilise alternative energy (solar, water) for purposes related to the use of water in pastoral areas.
  14. Participate in preparing the budget of the divisions affiliated to the Ministry and approve and transfer reports monitoring the implementation of their budget to the General Department for Planning and Monitoring.
  15. Participate in developing the executive plans and programs required to address droughts.
  16. Prepare periodic and annual reports on the field of the Ministry’s work.

Article (10)

The Agricultural Development Department shall hold competence to perform the following:

  1. Implement policies and plans and propose executive programs to develop and sustain agricultural settlement projects.
  2. Monitor the implementation of the legislation in force in the field of agricultural reclamation and agricultural land use.
  3. Implement the programs required to preserve water and combat erosion.
  4. Provide the necessary technical support for settlement projects, in coordination with the related bodies.
  5. Perform monitoring and supervisory activities of the works implemented by the projects affiliated thereto.
  6. Participate in preparing the budget of the bodies affiliated to the Ministry and approve and transfer reports monitoring the implementation of their budget to the General Department for Planning and Monitoring.
  7. Prepare studies and propose the programs necessary for settlement projects to reach their marketing and other similar targets.
  8. Prepare periodic and annual reports on the field of the Ministry’s work.

Article (11)

The Animal Production Department shall hold competence to perform the following:

  1. Implement technical support for programs related to the development and enhancement of animal resources.
  2. Provide technical support for programs related to the development and enhancement of animal resources.
  3. Participate in developing the executive plans and programs required to address droughts.
  4. Work to create a database of animal and domestic breeds and apply the results of research and studies related to this field, in cooperation with the competent bodies.
  5. Participate with the related bodies in establishing technical specifications for animal production inputs in order to contribute to covering the needs therefor.
  6. Establish programs to introduce good genetic features to improve local breeds and benefit from all modern technologies in this area.
  7. Prepare the technical and breeding specifications required to import different types of animal breeds having genetic features that align with breeding conditions and the local environment.
  8. Conduct surveys on wildlife and identify breeds that have gone extinct and that are threatened with extinction, propose their reintroduction and protection and prepare the plans necessary for the development thereof.
  9. Grant authorisations to import and export wildlife and perform technical supervision of the sites where they are located in the various regions.
  10. Expand the application of artificial insemination and embryo transfer fields and establish and equip laboratories to serve this field.
  11. Participate in preparing the budget of the bodies affiliated to the Ministry and approve and transfer reports monitoring the implementation of their budget to the General Department for Planning and Monitoring.
  12. Propose and establish programs to develop and improve industry based on animal production in coordination with the related bodies and ensuring added production value.
  13. Prepare periodic and annual reports on the field of the Ministry’s work.

Article (12)

The Horticulture Department shall hold competence to perform the following:

  1. Implement policies and plans and establish programs related to developing and improving horticulture crops.
  2. Contribute to developing plans and programs for vegetable crop production projects, ensuring their proper management and the achievement of their targets and contribute to establishing programs to export surpluses.
  3. Contribute to raising awareness among farmers of the optimal ways of growing vegetables and planting fruit-bearing trees.
  4. Propose programs to propagate and distribute fruit seedlings and expand and increase the productive capacity of nurseries therefor as well as ornamental plants, and focus on propagating originals and varieties.
  5. Regulate the activities of public and private nurseries and work to find solutions to the difficulties they face.
  6. Propose and establish programs to develop and improve industry based on agricultural production in coordination with the related bodies and ensuring added production value.
  7. Coordinate with the competent bodies with regard to the beginning and end of growing seasons.
  8. Participate in preparing the budget of the bodies affiliated to the Ministry and approve and transfer reports monitoring the implementation of their budget to the General Department for Planning and Monitoring.
  9. Implement the plans and develop the programs necessary to improve and enhance bees, in coordination with the related bodies.
  10. Prepare periodic and annual reports on the field of the Ministry’s work.

Article (13)

The Agricultural, Animal and Marine Investment Department shall hold competence to perform the following:

  1. Implement the plans and programs necessary for investment in the Ministry’s agricultural, animal and marine production projects targeted for investment with the goal of operating and developing them, increasing their productivity and preserving them.
  2. Study investment proposals prepared on projects and their funding programs and propose the necessary measures with regard thereto.
  3. Monitor investment project work and undertake the necessary measures to address the difficulties in their work flow and propose the nomination of Ministry delegates to their administration by the investors.
  4. Address any bottlenecks or problems that might occur during the implementation of investment projects.
  5. Address the conditions of employees at investment sites to ensure the protection of their rights, in coordination with investors.
  6. Work to facilitate administrative procedures with investment-related bodies in accordance with the legislation in force.
  7. Periodic monitoring of investment projects to ensure the goals for which they were established.
  8. Prepare statistical information, data and reports on agricultural and animal production projects invested in.
  9. Monitor the collection of returns on investments, in coordination with the competent department.
  10. Prepare annual reports on the field of the Ministry’s work.

Article (14)

The Agricultural Lands Protection Department shall hold competence to perform the following:

  1. Implement legislation on the protection of agricultural land and natural resources related to the Ministry of Agriculture and the laws and regulations issued pursuant thereto.
  2. Propose the methods, policies and programs necessary to protect agricultural land to prevent the infringement thereof or change of its nature.
  3. Monitor compliance with the controls related to building outside of the approved plans, in accordance with the legislation in force.
  4. Coordinate with the related bodies to grant the licenses, permissions and authorisations required under the legislation in force and the public interest.
  5. Participate in documenting the Ministry’s assets, in coordination with the related departments and bodies.
  6. Prepare periodic and annual reports on the field of the Ministry’s work.

Article (15)

The Human Resources Development Department [shall hold competence to perform] the following:

  1. Implement policies and plans and establish training programs aimed to improve the efficiency of Ministry employees, in coordination with the related bodies.
  2. Coordinate with the bodies implementing training programs to ensure proper implementation of the courses and programs related to employee training.
  3. Monitor Ministry employees undergoing training in in Libya and abroad and prepare the necessary reports with regard thereto.
  4. Supervise holding symposiums, lectures and forums related to the Ministry’s work, in coordination with the competent bodies.
  5. Monitor training regulations and the Ministry’s training needs and establish the standards and rules for the nomination of employees for training or development in accordance with the duties of their positions.
  6. Study the difficulties and obstacles that might hinder the implementation of training plans and programs and propose ways of addressing them.
  7. Cooperate with international organisations and scientific institutions in the field of training and qualification of technical cadres in all different specialisations through coordination with the International Cooperation Office.
  8. Coordinate and participate with the General Department for Planning and Monitoring at the Ministry to prepare the Ministry’s annual training plan, determine the financial needs thereof and prepare periodic reports on the progress of the training program.
  9. Prepare periodic and annual reports on the field of the Ministry’s work.

Article (16)

The Agricultural and Marine Cooperation, Guidance and Information Department shall hold competence to perform the following:

  1. Establish and implement the agricultural, animal and marine guidance strategy to ensure the realisation of the sector’s targets with regard to increased production and food provision.
  2. Administrative and technical supervision of the advisory units and advisory farms.
  3. Work to improve the performance efficiency of counsellors in the fields of fishing and agricultural and animal production.
  4. Establish relations between the Department and universities and agricultural, animal and marine research centres and develop solutions to problems facing agricultural, animal and marine production.
  5. Prepare and implement advisory fields and workshop days to transfer knowledge and [field] application of research and study results and modern advanced technologies to insure increased and improved production.
  6. Prepare and implement training, educational and advisory programs and courses for farmers, breeders and fishermen to improve their efficiency and enable them to work with modern scientific technologies and methods.
  7. Prepare and implement visual, audio, and written information and advisory programs, produce documentary films and issue publications related to its field of work.
  8. Prepare and implement advisory and training programs to improve the efficiency of rural women to ensure their contribution to increasing production and sustainable development and the creation of an advanced farming community.
  9. Hold and participate in local and international specialised expositions and scientific and advisory symposiums and colloquiums and organise competitions for farmers, breeders and fishermen in coordination with the related bodies.
  10. Supervise and monitor the activities of specialised cooperative associations and coordinate with them to implement advisory, informational and training programs for farmers, breeders and fishermen.
  11. Participate in the activities of local and international counterpart organisations and bodies and establish joint cooperation therewith.
  12. Implement the Ministry’s policy related to organising agricultural, animal and marine cooperative associations and activate their role in achieving agricultural development.

Article (17)

The Office of the Minister shall hold competence to perform the following:

  1. Perform secretarial duties of meetings presided over by the Minister.
  2. Organise the Minister’s meetings.
  3. Inform bodies of the instructions and [visas] issued by the Minister.
  4. Prepare draft agendas for the Minister’s meetings, write the meeting minutes and record and report the decisions made therein.
  5. Organise the incoming and outgoing correspondence and implement any directives issued with regard thereto.
  6. Open the necessary files for the Minister’s affairs and activities.
  7. Any other activities assigned thereto by the Minister in accordance with the legislation in force.

Article (18)

The Legal Affairs Office shall hold competence to perform the following:

  1. Participate in preparing and reviewing draft legislation related to the Ministry.
  2. Prepare and review draft contracts to which the Ministry is a party and keep records thereon.
  3. Monitor cases filed by or against the Ministry in coordination with the Lawsuits Department and the related bodies.
  4. Communicate with the General Law Department to study issues related to legislation concerning the Ministry and the bodies affiliated thereto.
  5. Prepare and draft the decrees issued by the minister, deputy minister or assistant deputy ministers and record, stamp and circulate them.
  6. Investigate and study complaints related to the Ministry.
  7. Draft legal memoranda that the minister, deputy minister or assistant deputy ministers decide to submit to the relevant bodies.
  8. Provide legal advice and opinions on the matters submitted thereto.
  9. Participate in the committees and meetings that require the presence of legal elements to express the Ministry’s perspective from a legal point of view.
  10. Prepare periodic and annual reports on the field of the Ministry’s work.

Article (19)

The International Cooperation Office shall hold competence to perform the following:

  1. Monitor cooperation agreements in the sector with fellow Arab countries and friendly countries and international organisations in coordination with the competent bodies.
  2. Prepare for meetings of joint committees and monitor the implementation of reports, agreements, and protocols issued thereby.
  3. Organize communications with Arab, regional, and international bodies and organisations related to the Ministry, in coordination with the relevant bodies.
  4. Study the draft agreements, agreement proceedings and memorandums of understanding to which the Ministry is a party and confirm that they achieve their objectives, document them and monitor the implementation thereof.
  5. Propose methods of benefiting from the technical assistance provided by regional and international organisations and monitor the implementation thereof, in coordination with the related bodies.
  6. Undertake procedures related to Ministry delegations as relates to receiving them and their accommodations and transportation, organise their meetings and document the outcomes of their meetings in coordination with the competent departments and offices.
  7. Prepare reports on cooperation with international, regional and local organisations.

Article (20)

The Internal Audit Office shall hold competence to perform the following:

  1. Receive salary, wages and remuneration forms to check and confirm their compliance with the laws and regulations and review their entry on the salary cards.
  2. Check statements on total expenses.
  3. Review the contracts entered into by the Ministry and check their financial terms to confirm their compliance with the financial laws, rules and regulations in effect.
  4. Complete and review the procedures for obtaining letters of guarantee submitted by parties contracting with the Ministry.
  5. Open a special file for each contract and make a summary of the most important terms contained therein, keeping the contracts in special storage.
  6. Establish and follow a periodic program to review financial records and entries, disbursal documents, cabinets and stores to achieve internal monitoring and sound implementation of administrative and financial rules and instructions.
  7. Review different disbursal documents to confirm sound financial procedures in accordance with financial laws and regulations and file reports to the Minister on any financial irregularities or shortcomings along with proposals of appropriate solutions to limit such irregularities and monitor the implementation thereof.
  8. Review financial clearances for works prior to forwarding them for disbursal or submitting them to the competent oversight body.
  9. Oversee the organisation and keeping of financial documents and records and confirm implementation of the correct document cycle.
  10. Conduct a periodic and unplanned inventory of stores and apply the legislation in force with regard thereto.
  11. Review procedures on the physical inventory of categories located in the stores and compare the balance with that written in the records, study the causes of differences, if any, monitor the results and apply the legislation in force in this regard.
  12. Participate in preparing responses to observations made by the Accounting Office, in coordination with the related bodies.

Article (21)

The Advisory Office shall hold competence to perform the following:

  1. Study the matters submitted thereto by the minister, deputy minister or deputy assistant ministers and provide a technical opinion thereon.
  2. Perform studies on certain phenomena that might appear in the Ministry’s field of work.
  3. Any works assigned thereto by the minister, deputy minister or deputy assistant ministers.

Article (22)

The Deputy Minister’s Office shall hold competence to perform the following:

  1. Organise the deputy minister’s meetings.
  2. Inform bodies of the instructions and [visas] issued by the deputy minister.
  3. Prepare draft agendas for the deputy minister’s meetings, write the meeting minutes and record and report the decisions made therein.
  4. Organise the incoming and outgoing correspondence and implement any directives issued with regard thereto.
  5. Open the necessary files for the deputy minister’s affairs and activities.
  6. Any other activities assigned thereto by the deputy minister in accordance with the legislation in force.

Article (23)

The internal regulations of the Ministry’s administrative unit shall be issued under a decree from the Minister of Agriculture and Animal and Marine Resources. This decree shall set out the agricultural projects owned by the State not contained in this Decree, after the assessment thereof and the determination of their affiliation and the supervision thereof by the departments of the bodies affiliated to the Ministry.

Article (24)

One or more committees shall be formed under decrees issued by the Minister of Agriculture and Animal and Marine Resources to implement the provisions of this Decree.

Article (25)

This Decree shall enter into force on the date of its issue and any provision that conflicts with those of this Decree shall be repealed. The concerned bodies shall enforce this Decree and it shall be published in the Official Gazette.
