on temporary assignment of security forces to secure the coastal road from Bridge 17 to the entrance of Zawiya and surrounding areas

The General National Congress (GNC)

Upon review of:

• The Constitutional Declaration issued on 3 August 2011 and its amendments;
• GNC Decree No. (9) of 2012 on appointing the prime minister and tasking him to form the interim government;
• GNC Decree No. (62) of 2013 on adopting the amendment of the internal organization of the GNC;
• GNC Decree No. (70) of 2013 on promoting an officer and appointing him chief of the general staff of the Libyan army;
• GNC Decree No. (73) of 2013 on mandating some powers to the President of the GNC;
• The conclusions of the GNC in its 116^th ordinary session on Monday, 5/08/2013;

issued the following decree:

Article (1)

The Chief of the General Staff of the Libyan Army shall coordinate with the GNC and the Prime Minister to speedily assign a neutral security force to be responsible for the security of the coastal road from Bridge (17) to the entrance of Zawiya and the surrounding area, and arrest the outlaw criminals who are blocking the road, terrorising security forces and attacking people and property.

Article (2)

The government is mandated to provide all material and logistical capabilities to support this force to enable it to execute its entrusted duties, achieve civil peace and strengthen the rule of law.

Article (3)

The said force shall work in coordination with local councils in cities in conflict areas to secure the return and residence of families after the criminal events that took place in nearby locations.

Article (4)

The provisions of this decree shall enter into force from the date of its issuance, and any contrary provision shall be repealed. The relevant bodies shall implement this decree, and it shall be published in the Official Gazette.
