Cabinet Decree No. (149) of 2012

on awarding a bonus for excellence and approving certain provisions thereon

The Cabinet

Upon review of:

  • The Constitutional Declaration and the amendment thereof;
  • The law of the financial system of the State, and budget, accounts, and inventory regulation, and the amendments thereof;
  • Law No. (10) of 1992 on security and police;
  • Law No. (20) of 2012 approving the general budget of 2012;
  • National Transitional Council Resolution No. (184) of 2011 on approving the transitional government;
  • Cabinet Decree No. (145) of 2012 on approving the organisational structure and competences of the Ministry of Interior and organising the executive unit thereof;
  • Minister of Interior Memorandum No. (1047) dated 22/02/2012 and Letter No. (2360) dated 01/04/2012;
  • Minutes of the Cabinet’s tenth ordinary meeting of 2012;

has decided:

Article (1)

A professional, technical, or special bonus – depending on the case – amounting to 50% of the basic salary shall be awarded to the following groups of personnel of the Ministry of Interior:

  1. Employees working in specialised technical positions, technical assistance positions, and occupational positions.
  2. Employees working in positions of special character (field positions).
  3. Employees working in field positions and employees of all ports of entry.
  4. Employees working in anti-smuggling, anti-narcotics, and anti-illegal migration positions, and employees working in remote areas.

Article (2)

The bonus set forth in the foregoing article shall be eligible on the following conditions:

  1. If the employee assigned to the special task or position is on active duty.
  2. The aforementioned bonus shall be paid throughout the duration of the special task or position. It shall cease during annual leaves and during scholarships, training sessions, and official missions abroad exceeding one month. It shall also cease in the cases of transfer, reassignment, secondment, and provisional suspension of work, and during disciplinary trial.

Article (3)

In accordance with the requirements of the public interest, the Minister of Interior may reduce the value of the aforementioned bonus by at most half for the groups stated in the present decree.

Article (4)

The present decree shall enter into force from its date of issuance. It shall be implemented by the concerned entities.
