on forming a committee to review the lists of individuals entitled to compensation

for deaths and physical and material damages resulting

from the brutal American aggression against the Great Jamahiriya

The General People’s Committee,

Upon review of:

• Law No. (1) of 1375 FDP on the rules of procedure of the People’s Congresses and the People’s Committees, and the implementing regulations thereof;
• The Law of the Financial System of the State, and the budget, accounts, and stores regulations and amendments thereto;
• General People’s Committee Decree No. (148) of 1377 FDP establishing the Charitable Contribution Fund;
• General People’s Committee Decree No. (149) of 1377 FDP naming a secretary to the administrative board of the Charitable Contribution Fund;
• The decrees issued by the General People’s Committee in its seventh ordinary meeting of 1377 FDP;

has decreed:

Article (1)

A committee shall be formed as follows:

1. Mr. Abdel-Salam Bashir Al-Tumi, Chairman
2. Mr. Salah Abdel-Salam Saleh, Member
3. Brigadier General Abdel-Salam Milad Al-Tawir, Member
4. Colonel Bashir Ahmid, Member
5. Colonel Nouri Karah, Member
6. Colonel Musa Saleh Arhil, Member
7. Mr. Bashir Radwan Ibrahim Al-Kilani, Member
8. Mr. Munir Sharmit, Member

Article (2)

The committee formed under the preceding Article shall perform the following duties:

1. Review the lists of individuals entitled to compensation for deaths and physical and material damages resulting from the brutal American aggression against the Great Jamahiriya on 14/04/1986 AD and confirm that compensation is owed using the methods and means it deems appropriate.
2. Determine the percentage of compensation owed in accordance with the values mentioned below, taking into consideration the degree of physical injury and the extent of material damage to buildings and refer it to the Charitable Contribution Fund to complete the disbursement procedures, as follows:

• • Martyred: three hundred fifty thousand Libyan dinars (LYD 350,000).
  • Wounded: one hundred thousand to one hundred fifty thousand Libyan dinars (LYD 100,000-150,000).
  • Building damages: two thousand, five hundred Libyan dinars (LYD 2,500) per square meter.

Article (3)

While performing its duties, the committee shall have the right to seek the assistance of any persons holding expertise or competence that it deems necessary.

Article (4)

This Decree shall enter into force on the date of its issue and shall be implemented by the competent bodies.
