and placing a force under its control

The Cabinet

Upon review of:

  • The Constitutional Declaration and the amendments thereof;
  • Law No. (40) of 1974 on service in the Armed Forces;
  • Law No. (10) of 1992 on security and police;
  • Law No. (11) of 2012 on approving some provisions pertaining to the powers of command levels in the Libyan Army;
  • General National Congress Resolution No. (10) of 2012 on granting the interim government the vote of confidence;
  • Cabinet Decree No. (644) of 2013 amending Cabinet Decree No. (345) of 2013 on mandating competences to the prime minister;
  • Minister of Defence Letter No. (4-5) of 17/01/2014;

has decreed:

Article (1)

A security room shall be established to secure the capital under the command of the Chief of Staff. A force shall be placed under the control thereof as follows:

  1. Tripoli Military Zone and its affiliated units.
  2. Libyan Intelligence Service (LIS).
  3. Military Police: 150 vehicles and 150 policemen per day.
  4. Tripoli Intelligence division: 22 vehicles – patrols.
  5. The 217th Infantry brigade.
  6. Forces of the Air Defence Chief of Staff.
  7. Director of Security Directorate of Tripoli.
  8. Director of Security Directorate of Jafara.
  9. Director of Security Directorate of Qaser bin Ghashir.

10. Director of Security Directorate of Janzour.

11. Director of Security Directorate of Ras Al-Ghazal.

12. Central Support Department.

13. Joint Deterrence Force.

14. National Safety Authority.

15. Criminal Investigation Department.

The commander of Tripoli Military Zone shall assume control thereof. The Tripoli Military Zone shall be composed of the following members:

  1. Commanders of military units affiliated therewith.
  2. Military police.
  3. Commander of the military intelligence division of Tripoli.
  4. The 217th infantry brigade.
  5. Commander of the forces under the command of the Defence Chief of Staff.
  6. Representative of the Ministry of Justice.
  7. Director of Security Directorate of Tripoli
  8. Director of Security Directorate of Jafara.
  9. Director of Security Directorate of Qaser bin Ghashir.

10. Director of Security Directorate of Janzour.

11. Director of Security Directorate of Ras Al-Ghazal.

12. Joint Deterrence Force.

13. National Safety Authority.

14. LIS delegate.

15. Ministry of Telecommunications delegate.

16. Ministry of Health delegate.

17. Ministry of Electricity delegate.

18. President of Tripoli’s local council.

Article (2)

The security room shall assign an adequate reserve force under the command of a professional and experienced officer. Such force shall be in a total state of alert to intervene in any emergency.

Article (3)

The security room shall coordinate with the public prosecutor, the director of the Central Administration of Criminal Investigation, and the director of the Director of Security Directorate of Tripoli regarding the establishment of a team of judicial officers to investigate the events during the execution of the plan.

Article (4)

The security room shall equip a media team to document detected violations and transgressions. This team shall have an official spokesperson to communicate with the media and explain the plan’s missions and outcomes as they occur.

Article (5)

The security room shall coordinate with civil society organisations and the dignitaries of the plan’s target areas, solicit their help and include them in the plan as appropriate for the nature of its duties in a way that limits excessive use of force and protects lives and properties.

Article (6)

The security room shall have an independent budget.

Article (7)

The chief of the security room may resort to any person he deems necessary for the performance of his duties.

Article (8)

A copy of the executive plan shall be provided to the prime minister, the Minister of Justice, and the public prosecutor.

Article (9)

The security room shall submit periodic reports on the outcome of its assigned duties to the Operations Room of the Libyan Army.

Article (10)

All the units involved in the security plan shall submit statements of their members, equipment, and other tools to the security room commander.

Article (11)

This decree shall enter into force from its date of issuance. Any contrary provision shall be repealed. It shall be implemented by all the concerned entities.
