on the organisational structure of security directorates

Upon review of:
- Law No. (11) of 1971 on Civil Defence;
- Law No. (11) of 1984 on traffic on public roads;
- Law No. (7) of 1990 on narcotics and psychotropic substances;
- Law No. (10) of 1992 on security and police;
- Law No. (3) of 1423 FBP on people’s committees and the executive regulation thereof;
- General People’s Committee Decree No. (19) of 1993 on organising the Secretariat of the General People’s Committee for Justice and Public Security;
- General People’s Committee Decree No. (356) of 1423 FBP on establishing public security departments in certain areas;
- General People’s Committee Decree No. (133) of 1424 FBP on adopting a provision for the General People’s Committee decree issued on the establishment of public security departments in certain areas;
- The minutes of the first meeting of the General People’s Committee for Justice and Public Security of 1423 FBP convened in the city of Sirte;
- The proposal of the Undersecretary of Security Affairs;
has decreed:
Article (1)
The organisational structure for security directorates attached to this decree shall enter into force.
Article (2)
The competent authorities shall implement this decree. It shall enter into force from its date of issuance and shall be published in the Official Gazette.

Article (1)
The Security Directorate shall perform the competencies assigned thereto by virtue of the aforementioned General People’s Committee Decree No. (356) of 1423 FBP.
Article (2)
In application of the provisions of this decree, the following terms shall have the meanings adjacent thereto:
- Secretariat: the Secretariat of the General People’s Committee for Justice and Public Security.
- Directorate: the Security Directorate.
- Director: the Security Director.
Article (3)
The organisational structure of the Security Directorate shall be as follows:
Security Director: The main official responsible for the supervision, oversight and regulation of all offices, departments and police centres subordinate to the Directorate. He shall coordinate the efforts thereof to exercise the competencies assigned thereto. In this regard, he may undertake the following:
- Draft implementation programs for security plans drafted by the General People’s Committee for Justice and Public Security; and monitor the implementation thereof.
- Propose security plans and address crimes and negative phenomena; and propose measures in regards to the general structure.
- Oversee that the Directorate’s offices and departments and the police centres subordinate thereto perform their duties, and inspect and monitor the same.
- Issue organising instructions and orders for the proper functioning of work.
- Propose the establishment, merger or closing of police centres.
- Form ordinary disciplinary councils and investigation councils for officer rankings ranging from the rank of major and below, as well as for all non-commissioned officer rankings and civilians.
- Ratify penalties issued by the disciplinary councils for the category of officers, ranging from the rank of captain and below, as well as all non-commissioned officer rankings and civilians, with the exception of the penalties of isolation and reduction in rank.
- Decide on complaints submitted by police department members of the rankings stipulated in the preceding clause in regards to disciplinary council decisions.
- Refer police department members to the competent medical committees to evaluate the percentage of disability and extent of physical fitness for work in the police department or lack thereof.
- Suspend the work of members of the police department as a precautionary measure in accordance with the text of the aforementioned Article (74) of Law No. (10) of 1992.
- Transfer and delegate police department members within the geographic scope of the Security Directorate.
- Implement the decrees issued by the Council of Public Security Affairs.
- Coordinate with the other security directorates and public departments in the Secretariat in regards to fighting crime and arresting criminals.
- Any other competencies assigned or entrusted thereto.
Article (4)
The Director shall be assisted in the performance of his tasks by two assistants – one for security affairs, and the other for general affairs. They shall exercise their functions under the supervision of the Director. Each of them shall be responsible for the following competencies:
- Security affairs assistant:
He shall represent the second level of supervision over the competent police office and departments thereof, and the local people’s security affairs office and police centres. He shall oversee implementation of the adopted plans and programs, as well as instructions and orders issued by the Director. He shall also submit periodic reports on the efforts of the agencies over which he supervises, as well as his opinions for the improvement thereof and for raising the level of performance in order to achieve precision and effectiveness of performance.
- General affairs assistant:
He shall represent the second level of supervision over the Administrative and Financial Affairs Office and the divisions thereof, the License Office and divisions thereof, the Public Relations Department and the Training Department. He shall oversee implementation of the approved plans and programs and implement the instructions and orders issued thereto by the Director. He shall submit periodic reports on the functions of the offices and departments that he supervises and improve the level of performance to achieve precision and effectiveness of performance.
Article (5)
Planning and Oversight Division:
Shall be directly subordinate to the Director and be responsible for the following:
- Prepare periodic reports on the progress of administrative work and police centres, and propose solutions for developing work and raising the level of services.
- Propose security plans and programs related to preserving security and public order.
- Monitor the implementation of plans and programs and instructions and orders issued by the competent authorities, and submit reports thereon.
- Perform routine and surprise inspections of police centres, prepare reports containing inspection results, as well as the department’s opinion on the efforts being exerted to combat crime and overcome difficulties faced by their work and the extent of efficiency and training of the police force members working therein.
- Inspect the petty cash, buildings, equipment and weaponry of offices, divisions and police centres, and propose recommendations for the improvement and development thereof.
- Any other tasks assigned thereto.
Article (6)
Legal Affairs Division:
Shall be directly subordinate to the Director and be responsible for the following:
- Prepare and review the decrees and instructions that the directorate is responsible for issuing.
- Give its opinion and provide counsel in legal and organisational matters brought before it by the Director or the assistants.
- Follow up on the cases filed by or against the directorate in coordination with the Lawsuits Authority.
- Prepare and review contracts entered into by the directorate.
- Attend meetings assigned thereto by the Director.
- Cooperate and coordinate with the legal office in the Secretariat in legal aspects in accordance with the organising rules therefor.
Article (7)
The Specialised Police Office, which shall be comprised of the following:
First: The Criminal Investigation Department shall be responsible for the following:
- Carry out the functions of research, inquiry and evidence collection in important and serious criminal cases on the basis of an assignment from the Director.
- Tally and categorise dangerous criminals and their criminal tendencies and methods, monitor their activities, and prepare a guide thereon.
- Provide the necessary support to police centres whenever required by the situation.
- Carry out the functions of research and inquiry regarding lost persons and anonymous corpses.
- Inspect crime scenes, collect fingerprints and traces and compare them with the fingerprints and traces of suspects or potential suspects.
- Photograph crime scenes and prepare diagrams thereof.
- Monitor criminal activity quantitatively and qualitatively, especially in relation to combatting crimes of violence, counterfeiting, forgery, weapons trafficking, beggary, and criminal gangs.
- Receive daily notifications and security information from the police centres that require urgent notice and prepare a complete daily report thereon to be submitted to the Director. The report shall be distributed in accordance with the orders in effect and a copy thereof shall be sent to the Criminal Investigation Department in the Secretariat.
- Gather monthly and yearly statistics from the offices, departments and police centres, tabulate the same and send them to the competent authorities.
- Direct and coordinate the efforts to combat crimes that target public morals, carry out the procedures for collecting evidence in complaints sent thereto related to these crimes, carry out deportation procedures for reasons associated with combatting crimes against public morals in coordination with the competent authorities, and undertake the competencies prescribed for the Secretariat in the organising legislation for public spaces.
Second: The Anti-Narcotics and Psychotropic Substances Department shall be responsible for the following:
- Carry out the functions of research, inquiry and evidence collection in crimes of narcotics and psychotropic substances and take judicial procedures in accordance with the law to ensure that evidence and contexts are not lost and that the substantiation value thereof is not wasted.
- Receive and maintain custody of seized items, and transfer them to the competent authorities for inspection and analysis.
- Implement the instructions issued by the courts and prosecutions in regards to maintaining the records and gathering evidence.
- Monitor and oversee criminal activity in the field of narcotics and psychotropic substances, and collect information on the movement of criminals, their communications, and the places of their criminal activities.
- Work on creating documented sources for information pertaining to crimes of narcotics and psychotropic substances, organising communication therewith, and making use of the information as evidence in uncovering crimes and the perpetrators thereof.
- Prepare monthly and yearly statistics on apprehended crimes and the perpetrators thereof, and notify the Anti-Narcotic Drugs and Psychotropic Substances General Directorate thereof.
- Coordinate and cooperate with the Anti-Narcotic Drugs and Psychotropic Substances General Directorate.
Third: Transit and Emergency Department:
- Undertake transit and emergency patrols to maintain public order in the specified location and at the times assigned thereto.
- Prepare monthly and yearly statistics on transit accidents and human and material damages, and notify the competent directorate in the Secretariat thereof.
- Carry out the functions of evidence collection in crimes committed in violation of the provisions of the transit law on public roads, and transfer the same to the public prosecution for action.
- Implement the instructions issued by the courts and prosecutions in regards to completing the records and gathering evidence.
- Support the other offices, departments and police centres with prepared manpower whenever required by security conditions.
- Coordinate and cooperate with the competent general administration in the Secretariat in relation to security programs in general.
- Implement the necessary plans for transit rules and regulations on public roads, carry out the functions of planning roads and squares, and distribute traffic lights and traffic signs to ensure the application of traffic regulations and adherence to traffic movement.
- Supervise wireless activities and ensure the proper workflow in the Operations Room, police centres and offices and local people’s security affairs offices, as well as carry out the necessary maintenance functions therefor.
- Receive and send wireless notices pertaining to security, refer the same to the competent authorities, and direct and coordinate all types of communications.
- Carry out the functions of inquiry and information collection pertaining to intruders, tally, classify and gather them in specific places, and take measures to provide them with shelter and deport them in coordination with the competent directorate in the Secretariat.
- Coordinate and cooperate with the main Operations Room in the Secretariat.
Fourth: The Civil Defence Department shall be responsible for the following:
- Implement civil defence plans and programs during times of war and peace in cooperation and coordination with the competent authorities.
- Tally requirements in terms of the necessary means, tools, equipment and manpower for the various civil defence specialisations and tasks.
- Carry out the functions of civil defence and firefighting during war and peace.
- Inspect and examine the firefighting equipment and means to ensure their suitability to put out fires and combat emergencies, as well as ensure the efficiency of the persons responsible for operating the same.
- Perform the technical inspection of places of fires to understand the reasons therefor, and submit the necessary reports thereon to the relevant authorities.
- Supervise the establishments of civil defence volunteer forces, and establish, tabulate and maintain information related thereto.
- Carry out the functions of uncovering bombs and mines during times of war and peace, and take the necessary measures to remove the same.
- Prepare and coordinate plans for mutual support with the neighbouring public security directorates and other competent authorities.
- Implement plans to evacuate and provide shelter and aid to victims in accordance with the organising instructions therefor in coordination with the competent authorities.
- Carry out the functions of launching fireworks during celebrations and salutary cannons during occasions that require the same.
- Tally and classify the available firefighting and rescue tools and means, and determine the methods for the distribution and positioning plans thereof.
Article (8)
The Local people’s security Office shall be responsible for the following:
- Implement plans for training and preparing local people’s security volunteers and enhancing their capabilities in order to ensure the improvement of their performance.
- Coordinate between local people’s security centres, overcome technical and organizational difficulties facing the implementation of the duties thereof, oversee the functions thereof, prepare periodic reports thereon, and transfer the same to the competent directorate in the Secretariat.
- Contribute to mobilisation and guidance programs to incite citizens to join the local people’s security in coordination and cooperation with the competent authorities.
- Cooperate and coordinate with the General Directorate for Local people’s security in the Secretariat, provide it with all the reports, statistics, data and information requested thereby.
- Any other tasks assigned thereto.
Article (9)
Police Centres
Police Centres represent the executive level that works on implementing the security plans and programs related to crime prevention, combatting and response. The Police Centre shall be comprised of the following:
- The Investigations Unit:
Work therein shall alternate between a suitable number of officers, non-commissioned officers and individuals over a period of twenty-four hours. It shall be responsible for the following:
- Receive notifications and record them in a designated register therefor, investigate the same and take the legal procedures in their regard in accordance with the legislation in force.
- Enter lost and found money, seized objects and the money of arrested persons into the records, and deposit the same in the seized objects fund.
- Enter arrested persons into the arrest and supervision record and verify the same in the records pertaining thereto.
- Carry out various types of inquiries and research on wanted and escaped persons and arrest the same.
- Receive statements pertaining to the final issued criminal judgments, record them and work on the implementation thereof.
- The Administrative Affairs Unit shall be responsible for the following:
- Prepare information and statistics on members of the centre and offices subordinate thereto and the distribution thereof amongst the field services.
- Oversee the attendance and departure of workers in the centre and the offices subordinate thereto.
- Carry out the functions of storage and contract affairs in the centre and the offices subordinate thereto, maintain the financial and storage records and books in accordance with the organising laws and regulations therefor.
- Carry out the functions of recording incoming and outgoing post, editing letters, printing, and archiving.
- Draft the daily and weekly work program, and prepare and publicise the daily orders.
- All administrative affairs and archives related to the functions of the centre and the offices subordinate thereto.
- Police Offices:
Police offices shall represent the geographical subdivisions of the police centres. They shall be responsible for the implementation functions entrusted to the centre within the scope of their specialty.
Article (10)
The Administrative and Financial Affairs Office shall comprise the following:
First: The Administrative Affairs Department shall be responsible for the following:
- Organise and archive the personal subfolders for employees of the Directorate, their professional life cards, seniority tables, and all matters related to professional affairs; and notify the competent directorate in the Secretariat of any information and receive decrees of financial liability.
- Prepare the professional cadres for workers in the Security Directorate, and submit the requested information, statistics and reports on professional affairs.
- Oversee the preparation of yearly reports for police agency officers, and take the necessary measures in this regard.
- Tally the directorate’s needs in terms of manpower, machinery, tools and other accessories, and work on securing these needs.
- Oversee performance levels in all offices, departments and police centres and submit reports thereon.
- Prepare daily shift tables in the Directorate, supervise work therein, oversee and notify of any shortcomings in this regard.
- Receive mail incoming to the Directorate, carry out the postal activities issued thereby, prepare the necessary correspondences therefor, establish the arrangement of files related to the Directorate’s functions, and prepare and archive file directory indexes.
- Carry out the functions of printing, copying, withdrawing, photographing necessary for all functions of the Directorate.
Second: The Financial Affairs Department shall be responsible for the following:
- Prepare draft budgets for the Directorate.
- Maintain the prescribed accounting records in accordance with the country’s Financial System Law and the executive regulation thereof, as well as the documents related thereto.
- Issue disbursement permits and instruments, disburse salaries and all other financial entitlements within the limits of the Directorate’s approved budget.
- Collect all revenues that fall within the jurisdiction of the Directorate, and oversee the renewal of insurance letters issued on behalf thereof.
- Carry out the functions of the social security fund for members of the Police Agency in accordance with the organising legislation therefor.
- Carry out the functions of securing the necessary purchases for the Directorate, and maintain the records, files and entries related to the functions of contracts and purchases.
Third: The Services Department shall be responsible for the following:
- Carry out the collection of the needs of the offices, departments and police centres in terms of supplies, tools and accessories, draft the necessary plans to provide the same in coordination with the competent authorities in the Directorate.
- Store and disburse all supplies, tools and accessories, and maintain the records, cards and forms pertinent thereto.
- Receive, provide maintenance to and disburse vehicles and machinery, secure the storage thereof, and disburse the necessary spare parts therefor.
- Provide the necessary gasoline, oil, and fuel for motor vehicles.
- Carry out the necessary functions of maintenance for all Directorate buildings.
- Organise and archive the documents and paperwork related to the buildings and projects, prepare information related thereto and document them with the competent authorities.
- Receive, store and disburse clothing and other tasks, weapons and ammunition.
- Prepare monthly and yearly returns for vehicles, machinery, clothing, other tasks, weapons and ammunitions from the designated records therefor.
- Prepare and issue driving licenses for police vehicles.
Fourth: The Internal Review and Account Auditing Department shall be responsible for the following:
Functions related to auditing and reviewing all financial affairs and accounts related to the Directorate, as well as its revenues and expenses, ensuring adherence to the texts of the country’s Financial System Law and the executive regulations thereof, as well as the Planning and Development Affairs Law and the Development Accounts Organisation Regulation.
Article (11)
The Licenses Office shall be comprised of the following:
First: The Vehicle Licensing Department:
- Organise procedures for motor vehicles, issue driving and touring licenses and metal plates for motor vehicles, and renew and cancel these licenses.
- Assume responsibility for the procedures of technical inspection of motor vehicles, and perform driving exams therefor.
- Prepare the data, information and statistics related to the work of the department and send it to the competent authorities.
- Supervise the metal plate factory.
Second: The General Licensing Department shall be responsible for the following:
- Look into security approval requests for the general licenses that require such approval and express opinion therein.
- Oversee the licenses of public stores and ensure that they are meeting the conditions prescribed in accordance with the legislation in force.
- Prepare statistics and information on the Department’s work and send them to the competent authority.
- Any other tasks assigned thereto.
Third: The Weapons and Explosives Licensing Department shall be responsible for the following:
- Organise the licensing procedures for possession of hunting rifles and the ammunition therefor, and issue, renew and cancel them in accordance with the organising legislation therefor.
- Oversee the implementation of the Weapons, Ammunition and Explosives Law and the orders issued in this regard.
- Look into licensing requests for explosives and weapons repair, and express opinion therein.
- Inspect places of explosives possession and the extent of the safety of the procedures being followed therein in accordance with the regulations in force.
Article (12)
The Public Relations Department shall be responsible for the following:
- Make the necessary arrangements for meetings, events and panels convened by the Directorate and all necessary functions to receive and bid farewell to delegations and visitors whose visits are in conjunction with the activity of the Directorate in coordination with the other offices and departments.
- Organise the functions of intelligence pertaining to the Directorate, and guide the people and reply to the inquiries thereof.
- Receive grievances and complaints submitted by citizens or other persons, and inspect them and bring them before the Director or the assistants according to jurisdiction, attached to which shall be the necessary remarks in this regard, and implement the instructions issued therein.
- Carry out the functions of travel and reception of delegation procedures on behalf of the Directorate in official missions domestically and abroad.
- Implement media plans to enlighten the public in regards to the local people’s security philosophy in coordination with the competent authorities.
- Monitor what is posted or published across various media networks on matters related to the functions of the Directorate, summarize them, display them in a memorandum to the Director, and implement the instructions issued in this regard.
- Organise social, cultural and sports activities for employees, prepare programs that contribute to participation in these activities in coordination with the competent authorities.
- Provide social security to Directorate employees.
Article (13)
The Training Department shall be responsible for the following:
- Implement the training program for Directorate employees in coordination with the competent department in the Secretariat.
- Participate in conducting yearly examinations for the purposes of promoting police force members.
- Study the Directorate’s needs in regards to training means and present them for approval.
- Tally the Directorate’s needs in regards to manpower, and propose the necessary training plans and programs to improve the performance of employees therein.
