Decree No. (959) of 1425 FBP

on the internal regulations of the

Civil Protection Agency

The General People’s Committee for Justice and Public Security,

Upon review of:

  • General People’s Committee [Decree] No. (171) of 1425 FBP establishing the Civil Protection Agency;
  • General People’s Committee Decree No. (19) of 1993 AD on organising the Secretariat of the General People’s Committee for Justice and Public Security;
  • The report of the first meeting of the General People’s Committee for Justice and Public Security of 1423 FBP held in the city of Sirte;
  • The submission of the head of the Civil Protection Agency;

has decreed:

Article (1)

The internal regulations of the Civil Protection Agency attached hereto shall enter into force.

Article (2)

The competent bodies shall implement this Decree. This Decree shall enter into force on the date of its issue and be published in the Official Gazette.

Internal regulations of the

Civil Protection Agency

Article (1)

The Civil Protection Agency shall exercise the competencies assigned thereto under the aforementioned General People’s Committee Decree No. (171) of 1425 FBP.

Article (2)

The internal regulation of the Civil Protection Agency shall be as follows:

  1. Head of the Agency: the top official supervising, monitoring, and controlling all of the Agency’s departments and offices and coordinating its efforts to exercise the competencies assigned thereto. The Agency head shall also exercise the competencies assigned thereto under the aforementioned General People’s Committee Decree No. (171) of 1425 FBP.
  2. Operations and Technical Affairs Department
  3. Planning and Monitoring Department
  4. Administrative and Financial Affairs Department
  5. Legal Affairs Division
  6. Relations and Services Division

Article (3)

The Operations and Technical Affairs Department shall consist of:

  1. The Disaster Division, which shall hold the following competencies:
  1. Prepare and organise relief programs in the event of war or public and natural disasters.
  2. Communicate with public bodies and authorities, institutions, and companies to provide the aid necessary to confront disasters, whether in the form of individual efforts, missions, or instruments.
  3. Organise mutual aid programs between Agency departments and Agency offices in the regions.
  4. Determine and work to provide the items required to confront disasters in coordination with the competent bodies in order to establish provisional stores for emergencies.
  5. Conduct practical experiments in coordination with the Agency’s departments and offices to confirm the feasibility of plans established for disaster response.
  6. Determine the necessary installations and individuals for disaster response.
  7. Identify vital and strategic goals and determine priorities in implementing plans to protect the city at times of war and peace.
  8. Provide data and information related to its work to the competent bodies.
  9. Prepare and organise evacuation and relief plans in the event of war or public or natural disasters.

  1. The Explosives Division, which shall hold competence in the following:
  1. Organise operations to detect bombs and mines that did not explode during air strikes or war operations and adopt the measures necessary to dismantle them, in cooperation with the competent bodies.
  2. Undertake all measures to clear the Great Jamahiriya’s territory of unexploded bomb and mine war debris and dispose of it.
  3. Release fireworks during public occasions and operate greeting canons.
  4. Regulate the procedures necessary to secure transport, storage, and use of explosives and issue the necessary licenses for such.

  1. The Communications and Warning Division, which shall hold the following competencies:
  1. Establish and manage the main operations room for the Civil Protection Agency, prepare and organise operations rooms at the Agency’s offices in the regions, and coordinate work between them and the main operations room.
  2. Organise wired and wireless communications, select the necessary systems for such, and prepare the cadres necessary to operate and maintain them.
  3. Organise and test early warning systems and conduct the necessary experiments and tests to confirm the efficiency of civil protection measures, in cooperation with the competent bodies.
  4. Organise the restriction of lighting and blackouts during air strikes and war operations.
  5. Organise communications with the competent bodies, military or civilian, to coordinate civil protection operations and efforts.
  6. Receive and record reports on the security situation within 24 hours, the daily overview of work teams, and prepare a full daily report thereon.
  7. Organise and monitor traffic during air attacks.

  1. The Firefighting Division, which shall hold competence in the following:
  1. Prepare and implement the required plans and programs to organise means of fighting and preventing fires.
  2. Implement firefighting and rescue systems and operations.
  3. Identify and categorise firefighting and rescue equipment and aids, specify means of distributing such, and plan the stationing thereof.
  4. Perform technical supervision of firefighting facilities and aids at the Agency’s offices in the regions and prepare the necessary reports thereon.
  5. Go to fires and submit technical reports thereon.
  6. Prepare and organise measures on preventing fires.
  7. Prepare statistics and information related to its activities and provide them to the concerned bodies.

  1. The Medical Treatment Division, which shall hold the following competencies:
  1. Provide medical services at accident sites.
  2. Supervise the Agency’s treatment centres and prepare treatment and disinfection units to transport the injured to such centres and hospitals.
  3. Organise and keep all information on treatment centres, Red Crescent associations, hospitals, clinics, pharmacies, medication stores, blood banks, doctors, and nurses and prepare a guide thereon.
  4. Determine the need for doctors, nurses, medications, equipment, and other supplies to establish provisional stores for emergencies.
  5. Establish the programs required to provide first aid training to citizens.

  1. The Rescue Division, which shall hold competence in the following:
  1. Rescue individuals trapped under rubble and provide first aid to the injured, in cooperation with the competent division.
  2. Remove debris as required for rescue operations and clear bodies from under it.
  3. Perform sea rescue activities.
  4. Determine the equipment, aids, supplies, and individuals needed for rescue activities.
  5. Supervise the preparation of land and sea rescue teams.

  1. The Engineering Division, which shall hold competence in the following:
  1. Prepare and monitor the Civil Protection Agency’s engineering projects and supervise the maintenance and restoration of buildings.
  2. Organise procedures for establishing public shelters, oversee and monitor the implementation thereof, and establish the engineering specifications therefor.
  3. Propose measures to protect public facilities, utilities, and projects from the risks of air attacks and acts of war and to respond to public and natural disasters.
  4. Prepare a guide with the addresses and names of engineers, surveyors, and engineering firms to communicate with when needed.
  5. Supervise rescue teams.

  1. The Machinery and Maintenance Division, which shall hold the following competencies:
  1. Specify the Agency’s needs for machinery, equipment, instruments, vehicles, and spare parts.
  2. Perform periodic unplanned inspections of the Agency’s machinery and equipment and prepare the necessary lists and files.
  3. Perform required machinery maintenance and establish the shops necessary for such.
  4. Provide the Agency and its offices in the regions with the oil and fuel needed.

  1. The Emergency Division, which shall hold competence in the following:
  1. Prepare teams of Agency affiliates for the various civil protection specializations and select the sites where they will be positioned.
  2. Rapid intervention in cases of public and natural disasters.
  3. Support the civil protection work teams in the regions to respond to different disasters.
  4. Equip emergency teams with all supplies, installations, equipment, and machinery and prepare them so they are able to perform their duties accurately and proficiently.

Article (4)

The Planning and Monitoring Department, which shall consist of the following divisions:

  1. The Studies and Research Division, which shall hold the following competencies:
  1. Propose general and detailed plans on the work of the Civil Protection Agency at times of war and peace, in cooperation and coordination with the Agency’s offices and departments and other competent bodies.
  2. Conduct the studies and research required to develop and improve civil protection means and the use thereof.
  3. Plan for the means, equipment, supplies, installations, and human elements required for various civil protection duties and specialisations.
  4. Conduct studies and research related to analysing disasters and draw conclusions on how to prevent them and ways of combating them.
  5. Analyse technical data and information on accidents related to civil protection activities and propose ways of preventing them.
  6. Study and propose ways of utilising bilateral, regional, and international agreements and all legislation on civil protection and participate in local and international conferences and symposiums related to the Agency’s work.
  7. Establish the necessary measures to protect public projects, companies, institutions, and facilities from all risks.
  8. Participate in establishing the necessary training curricula for the Civil Protection Agency’s work areas.

  1. The Monitoring Division, which shall hold competence in the following:
  1. Monitor the implementation of civil protection plans and programs, assess existing work systems, detect weaknesses and difficulties facing implementation, and submit the necessary proposals to improve and remedy such.
  2. Perform field monitoring activities, provide technical consulting on worksites, and perform periodic inspections to confirm the sound implementation of preventative measures.
  3. Unplanned administrative and technical inspection of the Agency’s offices, departments, and divisions to confirm proper workflow.
  4. Control administrative and technical violations, detect shortcomings, and submit reports thereon.
  5. Assess the performance level of civil protection workers, aids, and equipment, submit reports thereon, and propose appropriate solutions to improve and increase worker efficiency.

  1. The Computer Division, which shall hold the following competencies:
  1. Establish automated information documentation programs.
  2. Receive information and data from offices and departments and document them in accordance with the approved programming.
  3. Study documents, forms, and papers used at the Agency and provide suggestions on improving them to be in conformity with computer applications.
  4. Prepare training programs on how computers are used in Agency activities.
  5. Establish and manage workshops to maintain and improve the machinery and equipment used and work to provide the necessary spare parts for such.
  6. Coordinate with the Secretariat’s Information and Documentation Centre to serve the sector’s standardized computing program.
  7. Supervise and provide technical advice to the computing units at the Agency’s offices and departments.
  8. Communicate and cooperate with the competent bodies with regard to developing programs to use computers to obtain technical information and assistance in this area.

Article (5)

The Administrative and Financial Affairs Department, which shall consist of the following divisions:

  1. The Service Affairs Division, which shall hold the following competencies:
  1. Organize and keep personal files, career cards, seniority charts, financial declarations, and all matters related to service affairs.
  2. Prepare records on staffing and leaves and submit the required data, statistics, and reports on employment affairs.
  3. Monitor the status of staff retiring and propose ways of benefiting from their expertise.
  4. Initiate procedures on appointment, transfer, assignment, secondment, promotion, remuneration, other benefits, retirement, and study missions in accordance with the laws, regulations, and decrees in force.
  5. Propose the Agency’s workforce needs, in coordination with the Agency’s offices and departments.
  6. Prepare lists of general forces and prepare monthly and annual reports and returns thereon.

  1. The Financial Affairs Division, which shall hold the following competencies:
  1. Prepare the Agency’s draft budgets and keep the required accounting documents, forms, and records in accordance with the Law of the Financial System of the State and the implementing regulations thereof.
  2. Issue financial authorisations and disbursal and instrument permits, disburse salaries, petty cash, and other financial dues related to Civil Protection Agency allocations.
  3. Collect all returns falling within the Agency’s competence and monitor the renewal of all letters of guarantee issued to the Agency.
  4. Social Security Fund activities for members of the police working at the Agency.

  1. The Internal Audit and Accounts Examination Division, which shall hold the following competencies:

Activities related to examining and auditing all accounting affairs related to the Agency and its returns and expenses, and confirm adherence to the Law of the Financial System of the State and implementing regulations thereof, the Law of Planning and Development Affairs and regulation thereof, and the organisation of development accounts.

  1. The Stores Division, which shall hold the following competencies:
  1. Store and disburse all materials, equipment, and supplies required for the Agency’s work in accordance with the systems in place.
  2. Keep and organise the necessary records, cards, forms, and books to control incoming and outgoing movement of all materials and supplies from the stores.
  3. Prepare periodic reports on the movement of stores, state the balances of materials and items in stock, and provide such to the competent bodies.
  4. Keep and store weapons and equipment and disburse them in accordance with instructions and orders.
  5. Guarantee a strategic reserve of all materials and supplies to respond to any emergency and ensure such is kept ready for immediate use.
  6. Estimate the Agency’s needs for materials, equipment, machinery, and other supplies and notify the competent bodies at the Agency to provide such.

  1. The Archives Division, which shall hold the following competencies:
  1. Collect the mail received by the Agency and perform activities related to its outgoing mail.
  2. Establish, organise, and keep files on the Agency’s activities.
  3. Prepare indexes of the file directory.
  4. Keep signature slips and approved stamps and authenticate such.
  5. Perform printing, reproduction, and photocopying activities for all Agency activities.

  1. The Contracts and Procurement Division, which shall hold the following competencies:
  1. Perform the Agency’s procurement activities.
  2. Withdraw goods supplied to the Agency.
  3. Announce public tenders to meet the Agency’s needs and adopt the necessary procedures with regard thereto, in accordance with the laws and regulations in force.
  4. Prepare the draft contracts necessary to secure the Agency’s needs, in coordination with the competent bodies.
  5. Prepare data and statistics and keep records and other entries related to contracts and procurements.

Article (6)

The Legal Affairs Department, which shall be administratively affiliated to the head of the Agency and shall hold the following competencies:

  1. Prepare and review the draft decrees that the Agency holds competence to issue.
  2. Provide opinions and advice on legal issues submitted thereto by the head of the Agency or office and department directors.
  3. Prepare and review laws and regulations related to civil protection activities.
  4. Monitor cases filed by or against the Agency in coordination with the Lawsuits Department.
  5. Prepare and review contracts entered into by the Agency.
  6. Attend the meetings assigned thereto by the head of the Agency.

Article (7)

Public Relations and Services Division

  1. Adopt the measures necessary for meetings, symposiums, and forums held at the Agency, perform informational activities, and establish the necessary controls for the entry and exit of visitors.
  2. Perform activities related to travel and reception procedures for delegates on official business in Libya and abroad.
  3. Ensure security for the Agency’s headquarters, supervise, inspect, and organise the work of security units.
  4. Minor maintenance procedures for the Agency’s headquarters, supervise the cleanliness thereof, and work to provide the supplies for such.
  5. Receive grievances and complaints submitted by citizens and others, examine and submit them to the Agency along with the necessary observations, and implement the instructions issued with regard thereto.
  6. Establish media and cultural plans to raise public awareness of civil protection concepts and publish brochures and periodicals related thereto.
  7. Secure the Agency’s needs for books, references, magazines, publications, newspapers, and other printed materials.

Article (8)

The Agency shall have offices in the regions of the Great Jamahiriya exercising the competencies assigned to the Civil Protection Agency within the scope of their own competencies. These offices shall be named and their competencies set out in a decree issued by the Secretary of the General People’s Committee for Justice and Public Security, based on the submission of the head of the Agency.
