Decree
On Delegation of Responsibilities
The Minister of Interior and Local Government,
● Upon review of Law No. (29) of 1970 AD on Delegation of Responsibilities
Issued on 30 Dhul Hijjah 1389 AH, corresponding to 8 March 1970 AD,
has decreed the following:
Article (1)
The Deputy of the Ministry of Interior and Local Government for Local Government Affairs shall be delegated to exercise the following powers:
1. Transfer employees of the fifth degree or lower, including employees in governorates and municipalities;
2. Accept resignation of unclassified employees and employees of the fifth degree or lower, as well as decisions to deem those employees to have resigned, or to terminate their services due to lack of physical fitness or because of their being convicted of a felony or one of the misdemeanors stipulated in Article 66 of the Civil Service Law, or on account of their losing Libyan citizenship;
3. Ratify decisions of the municipal councils, except for Tripoli and Benghazi municipalities;
4. Certify the signature of governors; and
5. Approve signatures of municipality mayors, general secretaries and accountants with banks.
Article (2)
This Decree shall enter into force as of the date of its issuance and shall be published in the Official Gazette.

● بعد الاطلاع على القانون رقم (19) لسنة 1968 بشأن البلديات المعدل
بالقانون رقم (11) لسنة 1969 م،
● وعلى قانون الخدمة المدنية رقم (19) لسنة 1964 م،
● وعلى لائحة تنظيم الحرس البلدي الصادرة في 16 ربيع الأول 1388 هـ
الموافق 12 يونيه 1968 م،
قرر
مادة (1)
تعدل الفقرة ج من المادة 15 من لائحة الحرس البلدي على النحو التالي:
ج - أن يكون حاصلاً على شهادة الدراسة الابتدائية على الأقل.
مادة (2)
على وكيل الوزارة تنفيذ هذا القرار ويعمل به من تاريخ صدوره وينشر في الجريدة الرسمية.
