The General People’s Congress

In implementation of the resolutions passed by the People’s Congresses in their third ordinary session of 1389-1390 FDP, corresponding to 1980 AD, as drafted by the General Forum of the People’s Congresses, the People’s Committees, and the unions, syndicates, and professional associations, “the General People’s Congress”, in its sixth ordinary session from 27 Safar – 1 Rabi’ al-Awwal 1390 FDP, corresponding to 3 – 7 January 1981 AD;

issued the following law:

Article (1)

Weapons training is a right and a duty of every citizen, in order that the Armed People may be established.

Article (2)

No person may possess, acquire, manufacture, or traffic any kind of weapon, ammunition, or explosive, except in accordance with the provisions of the Law on Weapons, Ammunition, and Explosives and the other legislation and regulations which aim to achieve the establishment of the Armed People.

Article (3)

1. Any person who possesses, acquires, buys, sells, delivers, transports, or provides any weapon, ammunition, or explosive for the purpose of trafficking, or who has trafficked such items in any manner not authorised by law, shall be punished by life imprisonment.

2. Any person who possesses any weapon, ammunition, or explosive, without a permit having been issued for it in accordance with the provisions of the abovementioned law and the other legislation and regulations which aim to achieve the establishment of the Armed People, shall be punished by imprisonment.

Excepted from this are hunting weapons, the unauthorized possession of which shall be punishable by detention.

Article (4)

Any person possessing weapons, ammunition, or explosives in violation of the provisions of this law on the date on which this law enters into force shall be exempted from punishment if he requests a permit for these items, or hands these items over to the police station within whose jurisdiction he resides, within a period of not more than thirty days from the date on which this law enters into force.

Article (5)

This law shall be published in the Official Gazette, and it shall enter into force from its date of issuance.
