on adopting some provisions on the implementation of the administrative structure

The General People’s Congress

Upon review of:

  • The Declaration of the Establishment of the Authority of the People;
  • Law No. (9) of 1984 on the organisation of People’s Congresses;
  • Law No. (13) of 1990 on People’s Committees;
  • Law No. (16) of 1992 on the administrative structure;
  • General People’s Congress Resolution No. (4) of 1992 on the reorganisation of specialised General People’s Committees, amended by Resolution No. (6) of 1992;

has resolved:

Article (1)

The General People’s Committee shall be tasked with taking all necessary measures and procedures to ensure that the local tasks and services that were performed by People’s Committees for Municipalities and People’s Committees for Sub-Municipalities continue to be performed regularly until the end of the current financial year 1992/1993 and until local People’s Committees are reorganised and their detailed competencies are determined according to the new administrative structure.

In the aim of achieving the goal mentioned in the previous clause, the General People’s Committee may issue any resolutions, instructions or guidance it sees necessary.

Article (2)

The General People’s Committee shall conduct a study on the provisions of the aforementioned Law No. (13) of 1990 on People’s Committees.

It shall also propose the necessary amendments to these provisions, so as to make them consistent with the new administrative structure and to ensure the determination of the competencies and powers of local People’s Committees.

The General People’s Committee shall refer its proposals in this regard to the Secretariat of the General People’s Congress to take the necessary measures for presenting them to the Basic People’s Congresses, in order for the latter to take the necessary decisions regarding these proposals.

Article (3)

This resolution shall enter into force from its date of issuance and shall be published in the Official Gazette and various media outlets.
