on adopting certain measures to prevent harm to
educational institutions in Libya

Upon review of:

  • The interim Constitutional Declaration issued on 03 August 2011 and amendments thereto;
  • General National Congress Resolution No. (62) of 2013 AD on approving the amendment of the Congress’ by-laws;
  • General National Congress Decree No. (4) of 2014 AD on announcing a state of general alarm and mobilization;
  • General National Congress Decree No. (6) of 2014 AD on authorising the President and Vice President of the General National Congress to address the emergency security situation;

issued the following Resolution:

Article (1)

The Ministry of Education, in coordination with the competent security bodies, shall adopt urgent measures to investigate incidents where actions and statements representing the former regime have occurred inside and near educational institutions.

Article (2)

The Ministry of Education shall form a central committee with affiliated subcommittees from the Monitoring Department and the Educational Inspection Department to examine the information and reports received regarding certain teachers and students who have engaged in writings and activities supportive of the former regime in educational institutions in certain cities and towns in Libya and certain Libyan educational institutions abroad.

Article (3)

The Ministry of Education shall forward lists of the names of teachers who have been established to have undertaken or instigated the actions referred to in Article (2) hereof, or failed to prevent students from engaging in such, and the Ministry shall undertake legal procedures against them, including disciplinary and criminal investigation by the competent bodies.

Article (4)

Directors of educational institutions shall communicate with the competent security bodies to report every person established to have engaged in writing, statements, or activities glorifying the former regime or a symbol thereof inside or near educational institutions.

Article (5)

All security bodies and military councils in the regions shall arrest anyone established to have engaged in the actions referred to in Article (2) of this Resolution and refer them to the judicial bodies in accordance with the legal procedures.

Article (6)

This Resolution shall enter into force on the date of its issue and shall be implemented by all concerned parties.
