Resolution No. (15) of 2012 AD

on heads of diplomatic delegations

The General National Congress,

Upon review of:

  • The interim Constitutional Declaration issued on 03 August 2011 AD and amendments thereto;
  • Law No. (2) of 2001 AD on organising political and consular work and amendments thereto;
  • The rules of procedure of the General National Congress;
  • The resolutions of the General National Congress in its forty-seventh ordinary meeting held on 16/12/2012 AD;

has issued the following Resolution:

Article (1)

All ambassadors and chargés d’affaires heading diplomatic delegations in countries and international organisations who were appointed by the former regime shall be summoned, even if their term was extended by the interim National Transitional Council, the executive office, or the interim transitional government.

Article (2)

All procedures concluded by the interim government to return heads of delegations subject to Article (1) shall be deemed invalid.

Article (3)

The government shall be prohibited from sending ambassadors and chargés d’affaires to head diplomatic delegations without an appointment decree from the General National Congress.

Article (4)

The Foreign Affairs Committee shall submit a comprehensive report on the status of Libyan diplomatic delegations to other countries, in terms of their efficiency and competence, to the General National Congress.

Article (5)

This Resolution shall come into force on the date of its issue and all provisions conflicting herewith shall be repealed. This Resolution shall be published in the Official Gazette.
