on the evacuation of illegal armed groups from Tripoli

The General National Congress

Upon review of:

  • The Constitutional Declaration issued on 3 August 2011, and the amendments thereof;
  • The internal regulation of the General National Congress;
  • Law No. (10) of 1992 on security and police, and the amendments thereof;
  • Law No. (11) of 2012 on determining command levels of the Libyan army;
  • The conclusions of the General National Congress in its session held on 17 March 2013;

issued the following resolution:

Article (1)

Greater Tripoli and its environs shall be evacuated of all illegal armed groups. All forces affiliated with the Ministries of Defence and Interior shall be re-stationed outside the limits of the aforementioned city, except for forces affiliated with the Tripoli security directorate, naval and air forces, and licensed training offices.

Article (2)

All sites and premises occupied by armed persons or groups, whether real estate, bases, administrative headquarters, vacant plot or farms, whether owned by a public or private entity, or by a figure of the former regime. The occupant or utilizer thereof shall be deemed in violation of the law, and they shall all be handed over to the legally competent bodies.

Article (3)

The introduction and removal of weapons to and from Greater Tripoli is forbidden. All illegal weapons and military equipment shall be confiscated and handed over to the Chief of Staff of the Libyan Army.

Article (4)

The Ministries of Defence and Interior are tasked to cooperate with the competent authorities in the city of Tripoli to execute the provisions of this resolution. They are entitled to seek the aid of those whom they see fit. They are also entitled to use compelling force in execution thereof, if necessary.

Article (5)

Any casualties among those responsible for the execution of the provisions of this resolution shall be treated as injured and martyrs of the revolution, in accordance with the legislation in force.

Article (6)

The Ministry of Finance shall be responsible for allocating the necessary sums to support the entities assigned by the Ministries of Interior and Defence to execute the provisions of this resolution.

Article (7)

The provisions of this resolution shall enter into force from its date of issuance, and each person shall implement it within his mandate. It shall be published in the Official Gazette.
