Resolution No. (9) of 2013

On Initiating the Direct, Free Election of the Constitutional Drafting Assembly

Upon review of:

• The Constitutional Declaration issued on 3 August 2011, and the amendments thereof;
• The rules of procedures of the General National Congress (GNC);
• GNC Decision No. (18) of 2012 on the Establishment of the Community Dialogue Committee;
• Deliberations of the GNC session held on 25 Rabi’ al-Awwal 1434 corresponding to 6 February 2013 AD;

The following decision has been issued:

Article (1)

The necessary procedures for electing the Constitutional Drafting Assembly (CDA) by direct free voting shall be initiated immediately without any delay.

Article (2)

GNC Decision No. (18) of 2012 concerning the Establishment of the Community Dialogue Committee shall be repealed.

Article (3)

The GNC Presidency Office shall be mandated to submit a draft law on the re-composition of the High National Elections Commission and the nomination of its members, and shall submit the same to the GNC for ratification.

Article (4)

The GNC Presidency Office shall be mandated to submit a proposal concerning the selection of a committee composed of three GNC members in order to prepare a draft law that regulates the election of the Constitutional Drafting Assembly, and shall submit the same to the GNC for ratification.

Article (5)

The provisions of this resolution shall take effect on the date of issuance thereof and shall be implemented by all concerned parties. Any contrary provision shall be repealed.
