on prohibiting the entry of foreign security companies into Libya

The Cabinet

Upon review of:

  • The Constitutional Declaration and the amendment thereof;
  • Law No. (10) of 1992 on issuing the Security and Police Law and the amendments thereof;
  • Law No. (22) of 1998 on guarding and protection;
  • Secretary of the Interim General Committee for Defence Decree No. (54) of 2000 on specifying the duty of guarding, protection, security, defence and liberation;
  • National Transitional Council Resolution No. (174) of 2011 on determining the structure of the transitional government and the amendments thereof;
  • National Transitional Council Resolution No. (184) of 2011 approving the transitional government;
  • Cabinet Decree No. (145) of 2012 approving the organisational structure and powers of the Ministry of Interior and its executive unit;
  • The content of the Ministry of Justice Letter No. (1168) of 16/05/2012;
  • The decisions of the Cabinet in its 22nd ordinary session of 2012;
  • The requirements of the public interest;

issued the following decree:

Article (1)

Foreign security companies shall be prohibited from entering Libya to practice their activities. Interacting therewith in any way shall be prohibited in order to maintain the security and stability of the country.

Article (2)

The Ministry of Interior, Ministry of Defence and other state authorities, each within its competency, shall take the necessary procedures and measures to implement this decree.

Article (3)

This decree shall enter into effect from its date of issuance. Any provision contrary to the provisions thereof shall be repealed and it shall be published in the Official Gazette.
