Decree No. (787) of 1990

amending some provisions of the decree establishing

the Internal Security Agency

The General People’s Committee

Upon review of:

  • Law No. (13) of 1981 on the People’s Committees;
  • Law No. (33) of 1971 on the regulation of the operations of commercial agencies;
  • Law No. (87) of 1975 containing some provisions specific to engaging in the operations of commercial agencies;
  • General People’s Committee Decree No. (417) of 1987 establishing the Internal Security Agency;
  • General People’s Committee Decree No. (371) of 1989 on the organization of the Secretariat of Justice;
  • And based on Internal Security Agency Letter No. 9/52/2176, dated 19 Dhu al-Qaada 1399 FDP, corresponding to 12 June 1990 AD;

issued the following decree:

Article (1)

The text of Article (8) of General People’s Committee Decree No. (417) of 1987 referred to above shall be replaced with the following text:

Article (8)

The Agency may, in order to realize its objectives, undertake the following:

1. Establish, administer, or engage in investment enterprises, including agricultural, industrial, and commercial enterprises, after obtaining approval from the General People’s Committee for Justice.

2. Establish specialized consulting firms for the purpose of providing security services and expertise to strategic entities and enterprises, for remuneration as per a decree issued by the Secretary of the Agency.

3. Carry out the operations of commercial agencies in the domain of imports and exports, according to the provisions of the legislation in force.

Article (2)

This decree shall enter into force from its date of issuance and shall be published in the Official Gazette.
