adding an article to the Penal Code

The General People’s Congress

  • In execution of the resolutions adopted by Basic People’s Congresses in their general annual session of 1369 FDP;

Upon review of:

  • The Declaration on the Establishment of the Authority of the People;
  • The Great Green Charter of Human Rights of the Jamahiriya Era;
  • Law No. (20) of 1991 on the promotion of freedom;
  • Law No. (1) of 1369 FDP on People’s Congresses and People’s Committees;
  • The Penal Code and the amendments thereof;
  • Law No. (2) of 1979 on economic crimes and the amendments thereof;
  • Law No. (22) of 1428 FBP on protection and safekeeping;

formulated the following law:

Article (1)

A new article shall be added to the Penal Code under number (198) bis as follows:

((Any person who commits an act of riot, demonstration, or chaos during or because of the exercise of sports activities, whether inside or outside stadiums, shall be punished by detention. If such act results in destruction or damage to any buildings or assets owned by the State, by any public or private legal person, or by any individual, the penalty shall be imprisonment and a fine equalling four times the value of the incurred damage. However, if such act results in severe damage to lives or property, the penalty shall be capital punishment.))

Article (2)

Any provision contrary to the provisions of this law shall be repealed.

Article (3)

This law shall enter into force from its date of issuance. It shall be published in the Legal Register.
