Decree No. (233) of 1967 AD

on licensing the possession, sale, and repair of weapons and munitions

The Minister of Interior,

Upon review of:

  • Articles (4), (10), and (12) of the Decree-Law on weapons, munitions, and explosives issued on 13 July 1967;

has decreed:

Article (1)

Applications for a license to possess, sell, or repair weapons and munitions as well as applications to renew such licenses shall be submitted to the governor in whose area of jurisdiction the applicant resides. Renewal applications must be submitted at least thirty days before the end of the license term.

Article (2)

Applications for a licence to possess weapons and munitions must be submitted on Form No. (1) attached and renewal of such license on Form No. (2) attached. The license to be renewed must attached to the renewal request.

Article (3)

Licenses to possess weapons and munitions shall be issued on Form No. (3), attached.

Article (4)

Applications for a licence to sell and repair weapons and munitions must be submitted on Form No. (4) attached and renewal of such license on Form No. (5) attached. The license to be renewed must attached to the renewal request.

Article (5)

Licenses to sell and repair weapons and munitions shall be issued on Form No. (6), attached.

Article (6)

Decree No. (200) on licensing the possession, sale, and repair of weapons and munitions issued on 10 September 1967 AD shall be repealed.

Article (7)

This Decree shall enter into force on the date of its issue and shall be published in the Official Gazette.

General Conditions

  1. This license must be renewed at least thirty days prior to its expiration date if the carrier wishes to keep the firearm.
  2. This license or the weapon or munitions must be shown to force members whenever requested.
  3. Firearms and munitions must always be kept in a secure place.
  4. Not more than ……. bullets or more than ……. hunting cartridges may be possessed at any one time.
  5. This license must be presented to the competent authorities to register the purchase of all munitions and the quantity thereof.
  6. The competent authorities may cancel this license or withdraw it temporarily. The licensee shall surrender the firearm within 48 hours from the date they are informed of the decision or within the period set by the body issuing the order, whichever period is shorter. Firearms shall be surrendered to the police headquarters of the district in which the licensee’s residence is located.
  7. If a license is lost or damaged, the concerned party may request that the competent body issue them a copy thereof for a fee of two hundred fifty milliemes.
  8. Licenses shall be deemed cancelled in the following cases:
    1. If the licensee no longer meets the conditions set out in Article (3) of the Law.
    2. The license term expired, and a renewal was not requested within the specified time period.
    3. Violation of license terms.
    4. A weapon is lost.
    5. The weapon is given to a person other than the licensee.
    6. A licensee is caught carrying the weapon while in a state of evident intoxication.
    7. Death.

  1. This is a personal authorization and may not be transferred to a third party.
  2. The validity location set out in the licence may not be changed except by prior written permission from the minister or representative thereof.
  3. If a license renewal is desired, a renewal request must be submitted at least thirty days before the end of the license term.
  4. The licensee must adhere to all provisions of the Law of Weapons and Munitions and other laws, regulations, and decrees issued pursuant thereto including the decree specifying the quantity of weapons allowed each year to importers or merchants.
